Abstract

År 2015 beslutade världens länder genom FN:s generalförsamling om en gemensam global agenda för hållbar utveckling: Transforming our World: the 2030 Agenda for Sustainable Development. Agenda 2030, som resolutionen kommit att kallas, består av 17 globala mål och 169 delmål. Idag, tre år efter att Agenda 2030 antogs i FN, pågår arbetet med att förverkliga Agenda 2030 världen över och fokus har nu riktats mot hur det ska göras. De globala målen är utformade för att inkludera alla FN:s medlemsstater i arbetet mot en hållbar utveckling. Strävan mot universalitet har dock resulterat i övergripande och otydliga formuleringar i flera av målen, och tidigare forskning visar att denna otydlighet kan utgöra en svårighet för genomförandet på nationell och lokal nivå.

Regeringen har det yttersta ansvaret för att de globala målen uppnås i Sverige, men genomförandet av Agenda 2030 ligger till stor del på kommunal och regional nivå. Det beror på att det till stor del är här politik omsätts i handling, och även på att det kommunala uppdraget sammanfaller med flera av målen. Trots det saknas idag en nationell handlingsplan och kommunerna har fått knapphändig vägledning i hur målen ska tolkas och omsättas i praktisk handling.

Syftet med denna uppsats är att undersöka hur Agenda 2030 verkställs på lokal nivå genom en fallstudie av Uppsala kommun. Studien baseras på tre semistrukturerade intervjuer med tjänstepersoner anställda på Uppsala kommun samt en dokumentstudie av kommunala styrdokument och policyer. Genom att tillämpa teori om governance och policyintegrering visar studien hur Uppsala kommun har valt att centralisera arbetet med de kommunövergripande frågor som kan samlas inom begreppet hållbar utveckling, däribland Agenda 2030. Målen har integrerats i två övergripande styrdokument och anpassats till den lokala kontexten genom att omformuleras till nio inriktningsmål som verkar styrande för hela den kommunala verksamheten. Det kan enligt teori om policyintegrering betraktas som en typ av vertikal integrering, och teorin visar på att det finns stora fördelar med att stärka de horisontella inslagen i integreringen.

In 2015 the UN General Assembly decided on a common global agenda for sustainable development which they named Transforming our World: the 2030 Agenda for Sustainable Development. Simply referred to as the 2030 Agenda, it consists of 17 global goals with the works of realizing and turning them into actions around the world already under way. The goals are designed to engage all UN member states in the strive towards sustainable development. The aim for universality has somewhat resulted in vague and ambiguous wording of the goals. According to previous investigations this ambiguity constitutes a challenge regarding national and local interpretation and implementation of the 2030 Agenda.

The Swedish Government has the main responsibility for the national implementation. However, the political mandate of the municipalities in Sweden broadly coincides with the goals, the de facto implementation will therefore largely take place at the local level. The municipalities have, despite this fact, yet received little guidance from the national and international authorities on how to interpret the goals and turn them into concrete action.

This thesis examines the local level implementation of the 2030 Agenda and its goals through a case study of the Municipality of Uppsala. The study is based on semi-structured interviews and analysis of four municipal steering documents. Applying theories of governance and policy integration I find that Municipality of Uppsala has worked to centralize the responsibility for sustainable development concerns. The municipality has integrated the sustainable development goals in existing steering and policy documents by translating the global goals into nine locally adapted targeting goals which are governing the entire municipality’s activities which can be seen as a vertical sector approach to integration with horizontal elements. Leaning on prior studies of policy integration there could be potential benefits in bringing in horizontal elements in the process of 2030 Agenda implementation.
