Abstract

Föreliggande kandidatuppsats handlar om att söka beskriva samverkan och konflikt i samband med naturresurshantering. Undersökningens forskningsobjekt är ett försök till lokal samförvaltning som togs av lokala invånare i Tivedsbygden, en skogsbygd i gränslandet mellan Västergötland och Närke. Visionen om detta hållbara naturresursarrangemang lyckades dock aldrig nås. Initiativet togs i samband med ett landsbygdsutvecklingsprojekt pågick under åren 2009-2011. Min tolkning är att detta försök präglades av samverkan och konflikt. Målet med uppsatsen är att undersöka vilken betydelse dessa sociala företeelser kan ha för landsbygdens utveckl-ing i Tivedsbygden.
Min undersökning grundas på interaktionistisk socialpsykologi och utgår från Lars Hallgrens begrepp socialt samspel och Kenneth Burkes teori om den dramatiska pentaden. Min undersökning har kompletterats med institutionella teorier om naturresurshantering, såsom adaptive management and resilience-approach och common pool resource theory. Detta var nödvändigt för att ge en kontext till hållbar naturresurshantering. En kvalitativ metod har använts, såsom kvalitativa intervjuer och litteraturstudier.
Den centrala slutsatsen av denna studie, är att de sammantagna effekterna av samverkan och konflikt skapar landsbygdsutveckling, eftersom de positiva effekterna av samverkan överväger. Genom samverkan får lokala invånare, tjänstemän på länsstyrelse och Laxå kommun samt representanter från LEADER kunskap om hållbar naturresurshantering. Denna uppsats visar även att samverkan ger lokala invånare ett visst inflytande över nationalparkens förvaltning, vilket gör den i viss mån mer adaptiv och hållbar.

This bachelor thesis aims to describe the concepts of cooperation and conflict in the context of natural resource management. The research-object for this study is an attempt to co-managent that was taken by local inhabitants in the community of Tiveden, a woodland that is situated by the borderland of Västergötland and Närke. The vision of this type of sustainable natural resource arrangement did not manage to be implemented. The initiative was taken in connection with a rural develop-ment-project, which was in progress between 2009-2011. My interpretation is that this trial was characterized by cooperation and conflict. The aim of this paper is to investigate and understand the potential meaning of these social phenomena for rural development in the community of Tiveden.
My study is based on interactionistic social psychology and derives from Lars Hallgren’s concept of social interaction and Kenneth Burke’s theory of the dra-matic pentad. My study is complemented by institutional theories of natural re-source management, such as the adaptive management and resilience-approach and common pool resource theory. This is necessary to provide a context for sustainable natural resource management. A qualitative method has been used such as qualita-tive interviews and studies of litterature.
The main conclusion of this study is that cooperation and conflict overall gener-ates rural development, because the positive effects of cooperation outweighs. By cooperation the local inhabitants and officials at Tiveden’s national park, the mu-nicipality of Laxå and representatives of LEADER get knowledge about sustainable natural resource management. This thesis also shows that local inhabitants get some ability to influence on the management of Tiveden’s National park and by this, the management become somewhat more adaptive and sustainable.
