Abstract

Detta arbete bygger på en utvärdering av Leaderverksamheten i södra Sverige, som min kollega, Annika Jönsson, och jag genomförde under hösten 2013. Utvärderingen beställdes av Leaderområdena i Region Syd, som ville få fram hur metoden fungerat under programperioden 2007-2013.

Syftet var att rapporten skulle ligga till grund inför det fortsatta arbetet med att utforma Leaders roll i framtiden.
Leader är en av många metoder som bidrar till samhällsutvecklingen på landsbygden inom EU. Metoden har fungerat bra i Region Syd och bidragit till att många nya projekt förverkligats. Leader bidrar bland annat till att
gemenskapen i bygden stärks, innovativa idéer föds och att samarbeten över sektorer inleds.

Trots sina framgångar skulle metoden kunna förbättras och utvecklas inom vissa områden. Svårigheterna med den offentliga medfinansieringen och likviditetsproblemen hos en del av projekten gör att genomförandet försvåras och projekt läggs ner i förtid. Den administrativa delen av
projekten tenderar att flytta fokus så att mer tid läggs på pappersarbetet, än på själva utvecklandet av idén.
Trögheten i systemet bidrar till att färre projekt klarar sig igenom hela projekttiden.

Med bättre information, utbildning och en homogen implementering av regler hos de olika instanserna kan dock metoden stärkas inför framtiden.

This work is based on an evaluation of Leader activities in southern Sweden, as my colleague, Annika Jönsson, and I conducted in autumn 2013.

The evaluation was commissioned by the Leader areas in the Southern Region who wanted to find out how the method worked in the program period of 2007-2013 in the same area. The aim was that the report would be the basis for further work on designing Leaders role in the future.

Leader is one of the methods available today to contribute to community development in rural areas in the EU. The method has worked well in the South Region and contributed to many new projects. Leader contributed for instance to strengthen of the Community in the area, that innovative ideas are born and collaboration across sectors begins.
Despite their success, the method could be improved and developed in certain areas. The difficulties with the public finances and cash flow problems in some of the projects made implementation difficult and the project was halted early. The administrative part of the project moves focus and more time is spent on paperwork than on the actual development of the idea. The inertia of the system leads to fewer projects making it through the entire project period.

With better information, training and a homogeneous implementation of the rules in the different instances, the method can be strengthened for the future.
