Abstract

Detta är en beskrivande uppsats vars syfte är att undersöka och värdera hur kommuner presenterar sin landsbygd. Vid observation av hur kommuner på sina hemsidor beskriver sina landsbygdsområden synliggörs vilka värden som tillskrivs landsbygden. Dessa värden och vilket utrymme landsbygden tar ger oss indikationer om det offentligas relation till landsbygden. Observationerna har kompletterats med enkätundersökning och intervjuer där tjänstemän med ansvar för landsbygdsfrågor har fått uttrycka sina åsikter om landsbygdens plats på de kommunala hemsidorna. Resultatet av studien visar på en diskrepans mellan tjänstemännens visioner om hur landsbygden bör presenteras och hur den i dagsläget är presenterad på hemsidorna. Olika anledningar till denna diskrepans diskuteras i uppsatsens avslutande kapitel. I diskussionen konstateras även att två olika perspektiv, utifrån- respektive inifrånperspektiv, på landsbygden konkurrerar om det utrymme som finns på hemsidorna. Utifrånperspektivet som framhåller landsbygden som ett landskap för rekreation och besöksnäringsverksamhet, tar i vissa kommuner större utrymme än inifrånperspektivet som främst framhåller landsbygden som boendemiljö för kommuninvånare. Avslutningsvis diskuteras huruvida en mer balanserad kombination av dessa perspektiv är viktig för en gynnsam landsbygdsutveckling.

This is a descriptive study that aims to examine how Swedish municipalities present their countryside. Observations of how the rural is described at municipal websites show which values are connected to the countryside. These values along with the amount of web based space that the countryside gets on the sites, provides indications of the public sectors relation to their rural areas. The observations have been complemented with a poll and interviews to let the public officials within the rural development office in charge of the countryside field, express their opinions on the matter of how rural areas are represented on the websites. The result of the study show a discrepancy between the visions of the public officials and the observations of the webpages. Various reasons for this discrepancy are discussed in the final chapter. The analysis establishes that two different perspectives on the countryside competes for the space available on the websites. The outside perspective emphasizing the countryside as a landscape for recreation and tourism take in some municipalities’ precedence over the inside perspective that primarily emphasizes a rural living environment for community residents. The final discussion argues whether a more balanced combination of these two approaches is essential for a favourable rural development.
