Abstract

Uppsatsen undersöker, med hjälp av diskursanalytisk WPR-metod, hur tre regionala skogsstrategier förhåller sig till mål om biologisk mångfald i relation till det nationella skogsprogrammets vision om en växande bioekonomi. Den biologiska mångfalden framställs i strategierna som något krä-vande, som behöver mycket insatser för att bevaras. Konflikter kring biologisk mångfald antas bero på bristande samverkan mellan olika aktörer, snarare än att deras värderingar och intressen i grunden är motstridiga och svåra att förena. Målen för biologisk mångfald är ofta otydliga och saknar defi-nitioner och mätbara indikatorer, till skillnad från strategiernas andra fokusområden. Detta ökar ris-ken för att mångfalden nedprioriteras i relation till målen som ingår i den växande bioekonomin.
Undersökningen landar i slutsatsen att många av de problem som strategierna har identifierat beror på att ansvaret för nationella politiska frågor har lagts över på regionerna, vilka till stor del saknar mandat och medel att lösa dem. Strategierna väljer därför att vara vaga i sina formuleringar, och tonar ner inneboende konflikter i syfte att försöka hitta en minsta gemensam nämnare kring vilken de flesta aktörer kan enas. På grund av detta är risken stor att läget för den biologiska mång-falden fortsätter att försämras även fortsättningsvis, så vida inte tillvägagångssättet för att hantera skogsfrågorna ändras.

In this study, the method of WPR discourse analysis is used to examine three Swedish regions’ forest strategies and how they deal with goals for biodiversity in relation to the national forest programme’s vision of a growing bioeconomy. The strategies portray biodiversity as demanding, requiring a lot of effort to be maintained. Conflicts related to biodiversity are assumed to be the product of wanting cooperation between actors, rather than their differing values and interests being largely incompati-ble. The goals for biodiversity are often vague and lack definitions and measurable indicators, in contrast to other focus areas in the strategies. This increases the risk that biological diversity will be deprioritised in relation to the goals that aim for a growing bioeconomy.
The investigation concludes that many of the problems identified by the strategies stem from the fact that the responsibility for political issues, in need of being addressed on a national level, has been shifted to the regions, which lack the mandate required to solve them. Because of this compli-cation, the regional strategies choose to opt for imprecise wordings, trying to downplay the inherent conflicts with the aim of finding the smallest common denominator around which the disputing parties can agree. Due to this, there is a great risk that the situation for biodiversity will continue to deteriorate, unless the approach to dealing with forest issues is changed.
