Abstract

Samverkan är en central del i arbetet mot en hållbar utveckling, för att konkreta för-ändringar ska kunna ske på lokal nivå. Biosfärområden är modellområden för hållbar utveckling som fungerar som en samverkansplattform som samlar de lokala aktörer som kan och vill verka för en hållbar utveckling inom området. Syftet med denna uppsats är att undersöka samverkansprocesser över organisationsgränser i två svenska biosfärområden: Östra Vätterbranterna och Vänerskärgården med Kinnekulle. Jag har utifrån begreppet gränsorganisation undersökt hur respektive biosfärområde erhåller legitimitet och stabilitet, samt hur identitet skapas för respektive biosfärområde. Jag har visat att båda biosfärområderna jag undersökt är samverkansorganisationer vars roll är att kommunicera och medla över de olika deltagande organisationernas gränser. I Östra Vätterbranterna medlar biosfärföreningen främst mellan bevarande- och bru-kande intressen, och i Vänerskärgården med Kinnekulle samverkar biosfärområdes-föreningen främst mellan kommunerna Mariestad, Götene och Lidköping. I båda bi-osfärområden har respektive biosfärförening även en tydlig roll som medlare i kon-troversiella frågor som rör miljö och en hållbar samhällsutveckling, som till exempel rör gruvor och vindkraft. Utnämningen till biosfärområde från UNESCO ger både stabilitet och legitimitet till föreningarna och gränsorganisationerna Östra Vätterbran-terna och Vänerskärgården med Kinnekulle.

Collaboration is a central part of the work towards sustainable development, so con-crete changes can take place at the local level. Biosphere reserves are model areas for sustainable development that function as a collaboration platform that brings together local actors who can and want to work for sustainable development in the area. The purpose of this thesis is to investigate collaboration processes across organizational boundaries in two Swedish biosphere reserves: Östra Vätterbranterna and Vä-nerskärgården med Kinnekulle. Based on the concept of border organization, I have investigated how each biosphere reserve acquires legitimacy and stability, and how identity is created for each biosphere reserve. I have shown that both biosphere re-serves I have investigated are collaborative organizations whose role is to communi-cate and mediate across the boundaries of the various participating organizations. In Östra Vätterbranterna, the biosphere association mainly mediates between conserva-tion and farming interests, and in Vänerskärgården med Kinnekulle, the biosphere reserve association mainly cooperates between the municipalities of Mariestad, Gö-tene and Lidköping. In both biosphere reserves, each biosphere association also has a clear role as a mediator in controversial issues concerning the environment and sus-tainable societal development, such as mining and wind power. The designation as a biosphere reserve from UNESCO gives both stability and legitimacy to the associa-tions and border organizations Östra Vätterbranterna and Vänerskärgården med Kinnekulle.
