Abstract

Leader har varit EU:s metod för att utveckla landsbygden i 20 års tid genom att låta lokala krafter förvalta pengarna där de lokala ser att det behövs för en utveckling. Varje programperiod inom Leader för med sig både positiva och negativa förändringar som de lokala krafterna måste anpassa sig till. Det som utvärderingar och tidigare forskning lyfter fram som starka sidor med Leadermetoden är de sociala effekterna som mervärden och synergieffekter. Detta examensarbete syftar till att undersöka Leaders mervärden och synergieffekter i utvecklingsprojekt genom en utvärdering på Leader Nedre Dalälven 3. Examensarbetet har utförts i samarbete med Leader Nedre Dalälven 3 som en halvtidsutvärdering på Leaderområdet. Metoden som har använts är semistrukturerade intervjuer. Materialet från intervjuerna har sedan tematiserats och analyserats utifrån begreppen lokal gemenskap och social tillit.

Resultaten från studien visar att Leader som metod stärker den lokala gemenskapen på orterna i Nedre Dalälven genom att skapa mening, praktik, plats och struktur. Den känsla av gemenskap som bildas på orterna är alltså mervärdet som Leader producerar. Synergieffekter skapas också genom att människor får incitament till att samarbeta, för att den lokala gemenskapen skapar en social tillit på orterna. Byråkratin inom Leader bryter dock ned den sociala tilliten mellan invånarna i de lokala orterna och myndigheterna då människor inom utvecklingsprojekten upplever att myndigheterna inte litar på dem. Inom utvecklingsprojekten upplevs även Leader som tungt och långsamt att arbeta med för att utveckla landsbygden.

Leader has been the EU's method for developing rural areas for 20 years by allowing the local level to manage the money where the locals see it necessary for development. Each program within Leader brings with it both positive and negative changes that the local level must adapt to. What evaluations and previous research highlight as strong sides with the Leader method are social effects such as added value and synergy effects. This thesis aims to investigate Leaders added value and synergy effects in development projects through an evaluation at Leader Nedre Dalälven 3. The thesis has been carried out in collaboration with Leader Nedre Dalälven 3 as a halftime evaluation conducted in the Leader area. The methodology that has been used in the thesis are semi structured interviews. The material from the interviews has been structured and analyzed through the concepts of community and social trust.

The results of the study show that Leader as a method strengthen the local communities by creating meaning, practice, place and structure. The sense of community formed in the rural areas is thus the added value that Leader produces. Synergy effects are also created by giving people incentives to collaborate for the sake of the community which create social trust in communities. The bureaucracy within Leader breaks down the social trust between local communities and the authorities as people in development projects experience Leader as heavy and slow to work with for the development of rural areas.
