Abstract

Genom att studera hur genusfrågor framställs i stadsplaneringens dokument kan
det praktiska jämställdhetsarbetet synliggöras. Alla kommuner är skyldiga att
arbeta med jämställdhet och lyfta denna aspekt i översiktsplanen (ÖP). ÖP ska
visa kommunens visioner för att skapa en förbättrad fysisk utformning inom
kommunens gränser. Syftet med denna uppsats är att undersöka hur Malmö stad
och Botkyrka kommun arbetar ur ett genusperspektiv, med utgångspunkt i
aktuella översiktsplaner. Studien ska visa vilka konkreta mål och åtgärder som
kommunerna uttrycker rörande genusfrågor. Arbetet inleds med en
litteraturstudie som grundar sig i teorier om stadsplanering och genusperspektiv
inom kommunal planering. Med hjälp av aktuell forskning granskas Malmös och
Botkyrkas kommunala dokument. Jämställdhetsarbete inom stadsplanering
strävar efter platser som är ”könsneutrala”, men detta är problematiskt eftersom
neutrala tillstånd är svårdefinierade och ofta bygger på att något av könen
utesluts från denna neutralitet. Att kvinnor inte har samma tillgång till det
offentliga rummet som männen förtydligas i Botkyrkas ÖP, men teoretikernas
begrepp ”könsneutralitet” har ingen koppling till Botkyrkas användning av ordet
”neutralitet”. I ÖP beskrivs neutrala mötesplatser som platser relaterade till
religion, etnicitet och ideologi, vilket ger ordet ”neutral” en helt annan innebörd.
Malmö stad beskriver att genus- och mångfaldsaspekter ska beaktas vid
utformning av nya mötesplatser, men däremot framhåller inte Malmö stads ÖP
konkreta svar på varför genusperspektivet bör beaktas.

By studying how gender is presented in urban planning documents, the practical
equality work can become visible. All municipalities are obligaded to work with
gender equality and to highlight this aspect in the comprehensive plan. The
comprehensive plan shall explain the municipality's vision to create a better
physical design within the municipal boundaries. The purpose of this Bachelor’s
thesis is to examine how Malmö and Botkyrka work from a gender perspective,
with main focus on current comprehensive plans. This study shows the specific
goals and measures that municipalities express regarding gender issues. This
Bachelor’s thesis begins with a literature study based on theories of urban
planning and gender in municipal planning. On this basis, the municipal
documents of Malmö and Botkyrka are examined from a theoretical perspective.
Gender equality in urban planning strives for places that are "gender neutral", but
this is problematic because the neutral state is difficult to define and often based
on that either sex is excluded from this neutrality. It is clarified in the
comprehensive plan of Botkyrka that women do not have equal access to public
space as men, but the theoreticians’ term "gender neutrality" has no connection to
Botkyrka's use of the word "neutrality". It is described in the comprehensive plan
that neutral meeting places are areas related to religion, ethnicity and ideology,
giving the word "neutral" a different meaning. Malmö describes that the gender
and diversity aspects should be taken into account in the planning of new
meeting places, but does not emphasize the concrete answers to why the gender
perspective should be considered.
