Abstract

Stora mängder livsmedel kastas i onödan och det sker i flera led i distributionsked-jan. Från primärproduktion till slutkonsument slängs mat av olika anledningar. Det är i hemmet mest mat kastats men även i tidigare led kastas betydliga mängder. I den här studien undersöktes om det finns lagliga hinder som gör att mat kastas i butik eller om det är livsmedelsbranschens riktlinjer och rutiner som orsakar svinn. Studien bestod av litteraturstudier samt intervjuer med två livsmedelsinspektörer och miljöansvarig respektive färskvaruchef från två olika butiker i Uppsala. Ytterli-gare undersöktes inspektörernas och de anställdas perspektiv på problemet och om de anser att lagen bidrar till matsvinn.
Branschriktlinjerna var i många fall upprättade striktare än vad lagen kräver. Sälj-barhet prioriterades framförallt, därför kastades t.ex. mat som passerat bäst före-datum trots att det inte är ett krav av lagen. Utöver det fanns det motsättningar i butikerna som gjorde att de inte kunde hantera svinnet på ett ultimat sätt, exempel-vis att de hade rutin på att kasta varmhållna produkter efter en viss tidpunkt eller sortera bort grönsaker med fläckar på. Märkningslagstiftningen var i vissa fall be-gränsande. Färdigförpackade produkter som hölls i värmeskåp fick märkas endast en dag fram i tiden medan oförpackade produkter kunde märkas med fem dagar fram i tiden om de kyldes först. Samma produkt med olika lång hållbarhetsmärk-ning som kan bidra till att butiker och konsumenter kastar varan i onödan. Märk-ning med bäst före-datum verkade också bidra till att mat kastades i onödan, då främst i hemmet. Märkningen är ett krav av lagen och bidrar på grund av okunnig-het av konsument till att mat kastas. Att hantera det svinn som uppstår är en viktig del i att minska de utsläpp som uppstår i livsmedelsindustrin. Lagstiftning om att animaliskt avfall måste sorteras och upphettas innan det kan ges som foder till pro-duktionsdjur har satt stopp för den möjligheten. I teorin går det fortfarande att an-vända svinn till foder men praktiska och ekonomiska hinder kommer i vägen. Base-rat på dessa fynd fann studien att lagstiftningen ibland får konsekvensen att mat svinnas. Men det finns inga direkta hinder och därför har studien inte funnit belägg för att lagstiftningen bidrar till att mat kastas i onödan.

Throughout the food distribution chain a lot of food is wasted unnecessary. Most of the food is thrown away in peoples homes, but a substantial amount is thrown away at earlier stages. This study investigates if there are any legal obstacles that cause food waste in supermarkets or if it is the strict guidelines put by the stores that is the cause. The information for the study is collected from literature and from interviews with two food inspectors, one manager for perishable products and one person in charge of environmental questions. Also the inspectors perspective of the problem and if they think the law causes food waste is investigated.
The guidelines the stores follow are in many cases stricter than the law demands. How well a product sells is highly prioritized, that’s why food that past the expiry date is thrown even though it’s not required by law. In addition contradictions in the store makes them not always handle waste in an optimal way. For example they have routines that make them throw products that have been heated for a certain amount of time or sort out fruit that has spots on them. In some cases the labeling of products was a problem. Products that were pre-packed and held at a temperature above 60°C could be marked with an eat-bye date one day from when it was packed. Products that were not pre packed could have an eat-bye date five days from when it was heated when it was chilled and packed. The same product but with different eat-bye dates. This difference in labeling might contribute to super-markets and consumers throwing food unnecessarily. The labeling with an eat-bye date on various products is also a reason that people throw food in their homes. The labeling is mandatory by law and ignorance from the consumers makes them throw food based on the date and not if the food is spoiled or not. To handle the waste that arises is an important part in reducing the environmental impact that food produc-tion creates. There is a law that says that animal waste has to be sorted and heated before it can be used as feed for farm animals. This law fills an important function in preventing spreading of disease. In theory it is still possible to use waste as feed, but practical and economic reasons makes it difficult. Based on these findings the study shows that the legislation sometimes contributes to food being wasted. But there seems to be no direct obstacles and therefore the study cannot say that the legislation causes food waste.
