Abstract

Vilka aktörer är viktiga för Lekebergs utveckling? Det är den frågeställningen som kommer ligger till grund för denna uppsats i landsbygdsutveckling, vars syfte är att undersöka hur samarbetet mellan kommun och invånare påverkar utvecklingen i bygden.

Lekeberg kommun är en utpräglad landsbygdskommun som är belägen två mil utanför Örebro. Lekeberg tillhörde tidigare Örebro kommun men är sedan 1995 en självständig kommun på frammarsch. Kommunen har en positiv befolkningsutveckling och ett aktivt näringsliv varför jag anser att det finns ett intresse i att studera kommunen.

Materialet för studien har tagits fram med två olika metoder. Jag har dels intervjuat tjänstemän i Lekebergs kommun som är viktiga för kommunens utveckling, nämligen kommundirektören, förvaltningschefen, verksamhetsledaren för Leader Mellansjölandet, samordnaren för fiber i Lekeberg samt enhetschefen som är ansvarig för landsbygds- och näringslivsfrågor på länsstyrelsen i Örebro län. Dessa intervjuer har kompletterats med offentlig statistik som fungerar som en indikator på kommunens välmående medan intervjuerna ger svar på frågeställningen.

Analysen görs utifrån begreppet ideal byråkrati och hur governance kräver en omfattande byråkrati som inte alltid visar sig vara ideal utan som även kan hindra aktörer från att förverkliga sina idéer i bygden. Eftersom sättet att tala spelar en stor roll i skapandet och förändringen av samhället har min analys även inspirerats av diskursanalysen.

Resultatet visar att Lekebergs positiva utveckling i stor utsträckning beror på invånarnas attityd som kan sammanfattas som vill man få något gjort får man göra det själv. Studien belyser dock även vikten av att det krävs en fungerande samverkan mellan kommun och invånare för att kunna uppnå en gynnsam utveckling på landsbygden.

Which actors are important for rural development in Lekeberg? That is the basis for this essay in rural development, whose aim is to investigate how cooperation between the municipality and residents affects the development of the district.

Lekeberg municipality is a typical rural municipality located 20 km outside Örebro. Lekeberg previously belonged to the municipality of Örebro but since 1995 it´s an independent municipality on the march. The municipality shows a favorable trend with positive population growth and an active industry why I think there is an interest in studying the municipality.

The material for the study has been prepared by two different methods. I have both interviewed officials in Lekebergs municipality in the form of City Manager, Director, executive director of the Leader Mellansjölandet, coordinator of fiber in Lekeberg and the Head of the provincial government in Örebro County administrative board. These interviews were supplemented with publicly available statistics that serves as an indicator of the municipality prosperous while the interviews answers on the issue.

The analysis is based on the concept of ideal bureaucracy and how governance is thus multi-level governance, requires an extensive bureaucracy that does not always turn out to be ideal, but that can also prevent players from realizing their ideas. Because the manner of speech plays a major role in the creation and transformation of society, my analysis also draws on discourse analysis.

The result shows that Lekeberg´s positive development largely depends on residents' attitude that wants to get something done, you make it yourself. Even though the study highlights the importance of a functional interaction between the different social actors in order to achieve a prosperous development in rural areas.
