Abstract

Under de senaste 200 åren har försvarsmakten varit ständigt närvarande i Karlsborg. Med utgångspunkt i begreppet makt har jag undersökt hur kommunen och företagarna i Karlsborg upplever denna militära närvaro samt hur de hanterar den. Genom att utgå från maktens tre ansikten har jag redogjort för hur Karlsborgsborna uppfattar makten. Jag har visat hur de anpassat och assimilerat sig efter de rådande förutsättningarna samt hur den otrygga situation de befinner sig i har påverkat kommunens företagande. Jag har även redogjort för de möjligheter och begränsningar som försvarsmaktens verksamhet medför till kommunen.

Information har samlats in med intervjuer som metodverktyg. De som har deltagit i intervjuer är Karlsborgs kommunalråd, näringslivschef och en projektledare som företräder kommunens handelsföretagare. För att komplettera med ytterligare uppgifter har kommunens samrådshandling som ska ligga till grund för en ny översiktsplan använts. Materialet finns samlat under fyra teman: ny översiktsplan, förhållande till lagar, företagande samt samverkan.

The military has been based in Karlsborg for the last 200 years. I have analyzed how the business sector and the municipality experience and handle the influence that the military has in the area. By using the three faces of power I have analyzed the experience of power. Assimilation has shown how they respond to the conditions. I have shown how the unsecure situation can affect the entrepreneurship in the municipality. I have also shown the possibilities and limitations that the military brings.

The information has been gathered through interviews. The participants are the Councilor of Karlsborg, the Head of the municipal business division and one person who represent the business sector. The information has been sorted into four themes: new master plan for the municipality, laws, business and cooperation.
