Abstract

I denna kandidatuppsats undersöks de föreställningar som ett antal politiker och tjänstemän i Tranås kommun har om kommunens uppgifter och handlingsutrymme i fråga om invånarnas matförsörjning. Det empiriska materialet består i huvudsak av intervjuer. Med inspiration från Anthony
Giddens struktureringsteori belyses bl.a. de regler och resurser som informanterna hänvisar till som begränsande eller möjliggörande för det egna och kommunens handlingsutrymme på två specifika områden: den offentliga upphandlingen av livsmedel och tillagningen av skolmat.
Skolmatsfrågan handlar om huruvida maten på kommunens grundskolor ska tillagas i central- eller tillagningskök och är en fråga som för närvarande står högt upp på samtalsagendan i Tranås. Diskussionen om skolmaten i Tranås kommun kan ses som ett lokalt uttryck för det som i uppsatsen kallas det offentliga samtalet om maten – den debatt om maten som under senare år har förts i Sverige och som bl.a. rör frågan om lokaleller närproducerat. I samtalet om maten i Tranås kommun reser i första hand föräldrar krav på tillagning på plats i skolorna. De föreställningar som intervjuade politiker och tjänstemän har om kommunens handlingsutrymme sätts i relation till hur de förhåller sig till detta krav. Något som har framträtt vid analysen av det empiriska materialet är att, framförallt
politikerna, i stor utsträckning hänvisar till det lokala småföretagandet som möjliggörande för kommunens handlingsutrymme, bl.a. vad gäller tillagning av skolmat. Studien visar också att politikernas och tjänstemännens föreställningar om kommunens handlingsutrymme i de
aktuella frågorna skiljer sig åt på vissa punkter, något som bedöms hänga ihop med deras olika roller och de förväntningar som är knutna till dessa.

In this bachelor thesis I study the perceptions that politicians and civil servants have about the tasks and acting space of the municipality concerning the food supply for the citizens. The empirical material consists
mainly of interviews that have been conducted in the municipality of Tranås, Sweden. With inspiration from Anthony Giddens’ theory of structuration I discuss, among other things, the rules and resources that the informants refer to as constraining or enabling the acting space for
themselves and the municipality in two specific areas: the public procurement of food and the preparation of school meals. The question about school meals concerns whether the meals in the compulsory comprehensive schools in the municipality should be prepared in a central communal kitchen or in local kitchens at every school – a topic that is currently highly debated in Tranås. The debate about the school meals can be viewed as part of a broader public conversation about food – the debate about food that has been going on during the last years in Sweden and that,
among other things, concerns the question of locally produced food. In the conversation about food in the municipality of Tranås a demand for local preparation of the school meals is raised, primarily by parents. The
perceptions that the interviewed politicians and civil servants have about the acting space of the municipality are put in relation to how they relate to this demand. Something that has appeared in the analysis of the empirical
material is that, mainly the politicians, to a large extent refer to the local small entrepreneurship as enabling for the acting space of the municipality, including the preparation of school meals. The study also shows that the
perceptions of the acting space of the municipality differ between the politicians and the civil servants, something that presumably has to do with their different roles and the expectations that are connected with them.
