Abstract

Det svenska biståndet till utvecklingsländer har förändrats sedan det officiellt inleddes för drygt 60 år sedan. Från att ha varit något som regeringen inledningsvis mest fnyste åt är biståndet idag en viktig del av den svenska ekonomin. De svenska biståndsorganisationerna arbetar för att förbättra omständigheterna i utvecklingsländer, men de gör det på olika sätt. Teorier som varit centrala i denna studie är Alf Hornborgs teori om utveckling och Edward Saids teori om ”The other”.

Denna uppsats bygger på en litteraturstudie där jag avgränsat mig till att undersöka det svenska biståndet till Afrika. Detta har dels skett genom att analysera information i böcker och artiklar, men även genom analys och jämförelse mellan två svenska biståndsorganisationers hemsidor; SIDA och Forum Syd. Jag har uteslutit insatser som görs vid naturkatastrofer och andra akuta situationer och istället läst om mer långsiktiga mål för landsbygdsutveckling i Afrika. Jag har använt mig av diskursanalys för att tolka den skriftliga informationen.

Ett av de viktigaste resultaten av denna undersökning är att biståndet allt för sällan utformas efter det verkliga behovet hos mottagarländerna. Istället kommer givarnas önskemål om hur arbetet ska gå till först. Jag har även kunnat identifiera stora skillnader i hur SIDA och Forum Syd ser på biståndsarbetesprocessen och på mottagarländerna.

Swedish development assistance to developing countries has changed since it officially started over 60 years ago. Aid was initially mostly ignored by the government but today it is an important part of the Swedish economy. The Swedish aid organizations are working to improve conditions in developing countries, but they do so in different ways.

Theories that have been central in this study are Alf Horn's theory of development, and Edward Said's theory of "The other". This paper is based on a literature study. I have limited the work to examine the Swedish aid to Africa. I have analyzed information in books and articles, but also analyzed and compared two Swedish aid organizations’ websites; SIDA and Forum Syd. I have ruled out efforts that aid organizations make in emergency situations such as natural disasters, and instead read about their longer-term objectives for rural development in Africa. I have used discourse analysis to interpret the written information.

One of the key findings of this study is that aid is rarely tailored to the real needs of recipient countries. Instead, donors' wishes for how the job should be done come first. Another key finding is that I have been able to identify major differences in how SIDA and Forum Syd look at aid work processes and in how they perceive the recipients.
