Abstract

Denna uppsats undersöker hur en kommun i norra Sverige arbetar med upphandling av lokala livsmedel ur ett beredskapsperspektiv. Studien fokuserar på vilka förutsättningar som finns för att öka den lokala livsmedelsupphandlingen samt hur dessa upplevs av kommunen och lokala livsmedelsföretag. Uppsatsens empiri bygger på kvalitativa semi-strukturerande intervjuer med kommunanställda, politiker och representanter för lokala företag inom livsmedelssektorn. Resultatet analyseras sedan utifrån teorier om governance och privat-offentlig samverkan med fokus på livsmedelsberedskap.
Resultatet visar att kommunen arbetar med flera av de faktorer som tidigare forskning lyfter fram som viktiga för framgångsrik lokal livsmedelsupphandling, särskilt genom samverkan och dialog med lokala aktörer. Samtidigt finns utvecklingsmöjligheter. De intervjuade företagen betonar framför allt behovet av ökat delat risktagande mellan kommunen och leverantörerna för att möjliggöra investeringar och ökad produktionskapacitet. Långsiktiga upphandlingslösningar lyfts fram som ett sätt att skapa den stabilitet som krävs för verksamhetsutveckling.
För att möjliggöra ett sådant arbetssätt betonar tidigare forskning vikten av tydliga styrdokument som underlättar samverkan mellan kommunens olika förvaltningar och verksamheter. En livsmedelsstrategi lyfts fram som ett exempel på ett sådant dokument, att bidra till bättre samordning inom kommunen och skapa förutsättningar för ett mer långsiktigt arbete.

This study examines how a municipality in northern Sweden works with the procurement of local food from a preparedness perspective. The study focus on the conditions för increasing the share of locally sourced food procurement, as well as how these conditions are perceived by the municipality and local food businesses.
The empirical material consists of qualitative semi-structured interviews with municipal employees, politicians, and representatives of local companies within the food sector. The results are then analysed using theories of governance and public-private partnership, with a focus on food preparedness.
The findings show that the municipality is working with several of the factors identified in previous research as important for successful local food procurement, particularly through collaboration and dialogue with local stakeholders. At the same time, there are areas with room for improvement. The interviewed companies emphasise, above all, the need for increased shared risk between the municipality and suppliers in order to enable investment and expand production capacity. Long-term procurement arrangements are highlighted as a way of creating the stability required for business development.
To enable such an approach, previous research stresses the importance of clear governing documents that facilitate coordination between different municipal departments and activities. A food strategy is highlighted as an example of such a document, as it can contribute to improved internal coordination within the municipality and create conditions for more long-term planning.
