Abstract

Det försämrade säkerhetspolitiska världsläget har inneburit ökat fokus på beredskap i Sverige. Kommuners ansvar för krisberedskap har lett till att man i Södertälje kommun slutit ett upphandlingsavtal för livsmedelsberedskap, som har kommit att kallas Södertäljemodellen. Syftet med uppsatsen är att undersöka hur en kommuns uppdrag med att bygga upp livsmedelsberedskap kan vara en väg till att främja ett lokalt och hållbart matsystem. För att förstå hur vägen dit kan se ut, samt vilka effekter en viss strategi har för det lokala matsystemet, har jag valt att studera Södertäljemodellen.

Studien undersöker vad Södertäljemodellen innebär, hur privat-offentlig samverkan mellan kommunen och primärproducenterna har bidragit till avtalets utformning och hur samverkan är integrerat i dess genomförande. Vidare undersöks vilka förutsättningar som har funnits i Södertälje som har bidragit till att avtalet kunnat komma till stånd och huruvida Södertäljemodellen är generaliserbar och skulle kunna kopieras av andra kommuner. Slutligen undersöks vilka effekter Södertälje kommuns upphandlingsavtal har för det lokala matsystemet och vilka spridningseffekter och effekter på längre sikt det kan få.

Semistrukturerade intervjuer har genomförts för att samla in empiri. Studien lutar sig mot teorier om lokalekonomi, privat-offentlig samverkan och socialt kapital och en litteraturgenomgång har gjorts inriktad på dessa teorier.

Resultaten visar att Södertäljemodellen främjar ett lokalt, hållbart matsystem. Det har förelegat gynnsamma förutsättningar i Södertälje, med kommundelen Järna som motor, för avtalets tillblivelse. Genom flera exempel visar studien hur avtalet redan gett positiva effekter för det lokala matsystemet. De gynnsamma förutsättningarna i Södertälje kommun och det faktum att andra kommuner inte kommit lika långt i förberedelser innebär att det finns utmaningar i att överföra modellen till andra kommuner.

The deteriorating global security environment has led to increased attention to preparedness in Sweden. Municipal responsibilities for crisis preparedness have resulted in Södertälje Municipality entering into a public procurement agreement for food contingency planning, which has come to be known as the Södertälje Model.
The aim of this thesis is to examine how a municipality’s mandate to build food preparedness can serve as a pathway to promoting a local and sustainable food system. To understand how such a pathway may unfold, as well as the effects a given strategy may have on the local food system, the Södertälje Model has been selected as a case study.
The study investigates what the Södertälje Model entails, how public–private collaboration between the municipality and primary producers has contributed to the design of the agreement, and how such collaboration is integrated into its implementation. Furthermore, it examines the conditions in Södertälje that have enabled the agreement to materialize and assesses whether the Södertälje Model is generalizable and could be replicated by other municipalities. Finally, the study analyzes the effects of Södertälje Municipality’s procurement agreement on the local food system, as well as its potential spillover effects and longer-term impacts.
Empirical data were collected through semi-structured interviews. The study draws on theories of local economy, public–private collaboration, and social capital, and includes a literature review focused on these theoretical perspectives.
The findings indicate that the Södertälje Model promotes a local and sustainable food system. Favorable conditions have existed in Södertälje—particularly with the municipal district of Järna acting as a driving force—for the establishment of the agreement. Through several examples, the study demonstrates how the procurement agreement has already generated positive effects for the local food system. However, the advantageous conditions in Södertälje and the fact that other municipalities have not progressed as far in their preparations present challenges for transferring the model to other contexts.
