Abstract

Samtidens barn leker mindre och på ett mer styrt sätt än tidigare generationer. Det bland annat till följd av vuxnas rädslor för olyckor och övergrepp. Då barn leker utomhus är det ofta på lekplatser i sällskap av vuxna. Samtidigt satsar många svenska kommuner på färre, men större lekplatser, med god tillgänglighetsanpassning och hög säkerhet. Somliga av dessa lekplatser är dock gestaltade för att erbjuda trygghet snarare lekvärden, vilket riskerar att påverka barns utveckling negativt.
Syftet med detta arbete är att jämföra hur Örebro kommun och Uppsala kommun arbetar med säkerhet, trygghet och lekvärden. Det sker dels genom en dokumentstudie där kommunernas förhållningssätt till plan- och bygglagen (PBL) och produktsäkerhetslagen (PSL) undersöks, dels genom en fältstudie där en lekotop i Örebro jämförs med en KFC-lekplats i Uppsala.
Resultatet av undersökningen visar att Uppsala och Örebro kommun har samma förhållningssätt till PBL och PSL men att Örebro kommun är mer kritiska till de europeiska standarder som ligger till grund för lagstiftningen. Båda kommunerna jobbar med att kombinera trygghet och lekvärde på lekplatser, även om Örebro kommun har jobbat mer aktivt med att hur detta kan förverkligas. Slutligen erbjuder lekotoper högre lekvärden än KFC-lekplatser, samtidigt som de är lika säkra.

Today's children play less and in a more controlled way than previous generations. This is partly due to adult's fears of accidents and abuse. When children play outdoors, it is often on playgrounds in the company of adults. At the same time, many Swedish municipalities are investing in fewer, but larger playgrounds, with good accessibility and high safety. However, some of these playgrounds are designed to offer safety rather than play values, which risks negatively affecting children's development.
The purpose of this work is to compare how Örebro municipality and Uppsala municipality work with safety and play values. This is done partly through a document study where the municipalities approaches to the Planning and Building Act (PBL) and the Product Safety Act (PSL) are examined, and partly through a field study where a playscape in Örebro is compared with a KFC-playground in Uppsala.
The results of the survey shows that Uppsala and Örebro municipalities have the same approach to PBL and PSL, but that Örebro municipality is more critical of the European standards that form the basis of the legislation. Both municipalities are working to combine safety and play values in playgrounds, although Örebro municipality has worked more actively on how this can be realized. Finally, playscapes offers higher play values than KFC-playgrounds, while being equally safe.
