Abstract

Lokalsamhällen spelar en viktig roll för landsbygdernas utveckling. Landsbygdernas vilja och röst formuleras i konsensusbildningar som formellt är öppna och demokratiska men som formuleras i en begränsande relation till kommunen och som speglar en skev representation av upplevda behov. Syftet med den här studien har varit att söka begränsningar i hur konsensus kring bygdens utveckling konstrueras, och hur det hindrar bygden från en fri behovstolkning. Jag gavs möjlighet att i rollen som projektledare i Ronneby kommun forma förutsättningar för, och inifrån studera, konstruktionen av ”bygdens röst”. Jag observerar att lokalsamhällena har varit begränsade i sin förmåga att politisera sina behovstolkningar. Kommunens styrande perspektiv på lokal utveckling, en konsensuskultur i lokala utvecklingsgrupper och en begränsad möjlighet att fritt formulera behov har bidragit till marginalisering av lokala perspektiv. I dialogsituationen vi tillsammans konstruerar inom ramen för projektet upptäcker jag tecken på hur ömsesidigt perspektivtagande kan öppna upp för deliberation av högt prioriterade behov som tidigare har undvikts i rädsla för konflikt. När upplevda behov kan hanteras i lokala sociala och ekonomiska relationer, stärks förmågan att hantera målkonflikter kring förvaltning av naturresurser och till hållbar utveckling genom ömsesidigt perspektivtagande.

Local communities play an important role in the development of rural areas. The will and voice of the rural communities are formulated in consensus formations that are formally open and democratic but are limited in relation to the municipality and which reflects a skewed representation of perceived needs. The purpose of this study has been to seek limitations in how consensus on the development of the countryside is constructed, and how it prevents the countryside from a free interpretation of needs. I was given the opportunity, in the role of project manager in Ronneby municipality, to shape the conditions for, and from within, study the construction of ‘the voice of the countryside’. I observe that local communities have been limited in their ability to politicize their interpretations of needs. The municipality’s governing perspective on local development, a consensus culture in local development groups, and a limited opportunity to freely formulate needs have contributed to the marginalization of local perspectives. In the dialogue situation we construct together within the framework of the project, I discover signs of how mutual perspective-taking can open up for the deliberation of highly prioritized needs that have previously been avoided for fear of conflict. When perceived needs can be managed in local social and economic relations, the ability to handle goal conflicts around the management of natural resources and towards sustainable development through mutual perspective-taking.
