Abstract

Invasiva arter utgör ett allvarligt hot mot biologisk mångfald och är ett växande problem. För att hantera problemet har förordningar som reglerar hur invasiva arter ska hanteras antagits både inom EU och i Sverige. Förordningarna är dock inte heltäckande utan flera invasiva arter är fortfarande oreglerade. Det finns ett förslag på en nationell förteckning över invasiva arter, som om det antas kommer att innebära att fler invasiva arter omfattas av regler och förbud. Reglerna skulle kunna bli så långtgående att markägare förbjuds att ha de invasiva arterna på sina fastigheter. Denna uppsats undersöker hur ett urval av kommuner i Dalarna samt Trafikverket hanterar problemet med invasiva arter i Dalarna idag och vilka möjligheter de har att anpassa sig till eventuella krav på att bekämpa ytterligare ett antal arter. Fokus för uppsatsen ligger på två arter som på olika sätt är svåra att hantera i Dalarna, parkslide och blomsterlupin. Studien har genomförts genom intervjuer av representanter för kommunerna Borlänge, Falun och Leksand samt den statliga myndigheten Trafikverket. Intervjuerna visar att det de tillfrågade aktörerna arbetar med kontroll och bekämpning av invasiva arter, men att de tvingas göra strikta prioriteringar av insatserna då ingen av aktörerna har ekonomiska möjligheter att bekämpa samtliga invasiva arter på bred front. Slutsatsen av studien är att det i dagsläget är svårt, för att inte säga omöjligt, att utrota blomsterlupin och parkslide från den mark som förvaltas av kommunerna och Trafikverket. För att lyckas bekämpa arterna i stor skala krävs större ekonomiska satsningar; mer samverkan mellan aktörer; samt mer kunskap om effektiva metoder för bekämpning.

Invasive species pose a serious threat to the biological environment and are a well-read problem. To deal with the problem, ordinances have been adopted both within the EU and in Sweden that regulate how invasive species should be dealt with. However, the regulations are not comprehensive, and several invasive species are still unregulated. There is a proposal for a national list of invasive species, which if adopted will mean that more invasive species will be regulated and banned. The rules could be so extensive that landowners are prohibited from having the invasive species on their properties. This essay examines how a selection of municipalities in Dalarna and the Swedish Transport Administration deal with the problem of invasive species in Dalarna today and what opportunities they have to combat an additional number of species. The focus of the essay is the invasive species Japanese knotweed and Large-leaved lupine. The study has been carried out through interviews with representatives of the municipalities of Borlänge, Falun and Leksand as well as the Swedish Transport Administration. The interviews show that actors work to control invasive species, but that they are forced to make priorities for the efforts as none of the actors have the financial means to combat all invasive species on a broad front. The conclusion of the study is that it is currently difficult, if not impossible, to eradicate Large-leaved lupine and Japanese knotweed from the land managed by the municipalities and the Swedish Transport Administration. In order to succeed in combating the species on a large scale, larger financial investments; more collaboration between actors; and more knowledge of effective methods of combat are required.
