Abstract

Då den nationella livsmedelsstrategin antogs 2017 inleddes arbetet på länsnivå i Uppsala med att ta fram en regional livsmedelsstrategi. En styrgrupp bildades för att gemensamt arbeta mot de regionalt framtagna målen om ökad livsmedelsproduktion och produktionsvärde till och med 2030. Uppsatsen syftar till att undersöka hur den regionala handlingsplanen för livsmedelsproduktion genomförs med utgångspunkt i ÄT UPPsalas aktiviteter, organisering samt de påverkande implementeringsmekanismerna (o)tydliga mål, målförskjutning och mottagarna. Studien grundar sig på intervjuer gjorda med representanter från ÄT UPPsala läns styrgrupp och länets kommuner. Resultatet visar att handlingsplanen realiseras genom projekt och aktiviteter, där styrgruppen arbetar för att främja samverkan och nätverkande mellan aktörer i länets livsmedelskedja. Vidare visar studien att styrgruppsarbetet resulterat i ett styrgruppsnätverk, där länkarna mellan organisationerna förtätats, informationsflödet går snabbare och tidigare strukturella hål har överbryggats. Informationsflödet från styrgruppen till länets kommuner har fram tills nyligen varit riktade, separata och undermåliga vilket gett upphov till likartade, parallella, satsningar från kommunerna och styrgruppen. (O)tydliga mål, målförskjutning och mottagarna har alla en roll i handlingsplanens implementeringsprocess vilka förändras i takt med sin omvärld. Arbetet visar på hur delar av den nationella livsmedelsstrategin genomförs på regional nivå.

When the national food strategy was adopted in 2017, work began at the regional level in Uppsala to create a regional food strategy. A steering group was formed in order to jointly work towards the regional goals of increased food production and production value up until and including 2030. The paper aims to investigate how the regional action plan for food production is carried out based on ÄT UPPsala's activities, organization and the implementation mechanisms (un)clear goals, target displacement and the receivers. The study is based on interviews conducted with representatives from ÄT UPPsala’s steering group and the region's municipalities. The result shows that the action plan is realized through projects and activities, where the steering group works to promote cooperation and networking between actors in the region's food chain. Furthermore, the study shows that the steering group’s work has resulted in an internal steering group network where the link density has increased, the flow of information is faster and previous structural holes have been bridged. The flow of information from the steering group to the municipalities has until recently been directional, separate and inadequate, which has resulted in similar, parallel, projects from the municipalities and the steering group. (Un)clear goals, target displacement and the recipients all have a role in the implementation process of the action plan, which changes as their surroundings do so. This thesis shows how parts of the national food strategy are implemented at a regional level.
