Abstract

I en värld där problemen kring klimat och miljö blir allt större, måste vi anpassa våra vanor för att lämna över jorden till nästa generation. År 2017 trädde en nationell livsmedelsstrategi i kraft, där hela livsmedelskedjan är inkluderad. Strategin ska göra hela livsmedelskedjan konkurrenskraftig samtidigt som mål angående klimat och miljö ska uppnås. Ett av målen i strategin är att ha 60% ekologiskt certifierade livsmedel i de offentliga köken är 2030. Kommunen som just nu har lycktas bäst med detta är Örebro kommun. De har uppnått 77,2% ekologiskt certifierade livsmedel och är därmed Sveriges bästa ekologiska kommun. Syftet med denna uppsats är att identifiera faktorerna för den lyckade implementeringsprocess som Örebro kommun har haft gällande detta mål. Forskningsfrågorna riktade in sig på hur kommunen har tolkat nationella och regionala policys och vem som styr implementeringsprocessen. Samt om det finns faktorer runt om själva tolkningen av policys som är betydelsefulla. För att uppnå syftet och få svar på mina frågeställningar har en kvalitativ innehållsanalys av relevanta policydokument gjorts. Som ett komplement till detta har även två personer som jobbar inom måltidsorganisationen i kommunen intervjuats. De teoretiska utgångspunkterna ligger i Vedungs (2016; 1998) och Herttings (2019) idéer om hur en implementering styrs och vad som spelar roll för en lyckad implementeringsprocess. Med hjälp av dessa teorier ges en nyanserad bild av hur implementeringen av målet i Örebro kommun går till.
Resultatet visade att Örebro kommun använder den nationella livsmedelsstrategin som ett politiskt ramverk, samtidigt som de har handlingsutrymme att genomföra målet på det sätt de vill. På så sätt syns en tydlig mellanpositions-arena, som styr processen. Vidare är ”att förstå, vilja och kunna” faktorer som är viktiga för att kommunen ska lyckas med ett bra resultat. Vad som upptäcktes var att samarbetsspelet mellan slutmottagare och gräsrotsbyråkrat kan diskuteras, då eleverna på skolorna som undersöktes, åt mindre av den vegetariska maten. Det visade sig dock att kommunen är medvetna om detta och arbetar ständigt med att förbättra den situationen.

In a world where environmental and climate change issues are only becoming worse, we must change our behaviour in order to leave the globe to the future generation. A national food strategy was developed in 2017 that takes the entire food production chain into account. The strategy aims to increase chain-wide competition while also achieving climatic and environmental goals. In 2030, 60% of the food served in public kitchens should be organic, according to one of the strategy's goals. The best municipality for achieving this goal right now is Örebro Municipality. They are the top organic municipality in Sweden because they have achieved 77.2% organic certified food. The purpose of this study was to pinpoint the elements that the municipality of Örebro used to successfully implement its decisions. The questions examine how the municipality has interpreted national and regional policies, who controls the implementation process, and if there are any other elements necessary for implementation outside policy interpretation. I used a qualitative method where I examined the policies' content to fulfil the goal and provide answers to the questions. In addition, two interviews have been conducted with two individuals who work for the municipality's food organization. The theoretical framework is based on Vedungs´ (2016;1998) and Herttings' (2019) theories regarding the factors that contribute to a successful implementation as well as who controls the process. These theories provide a clearer picture of how the objective will be achieved in the municipality of Örebro.
The result demonstrates that the municipality of Örebro utilizes the national food strategy as a political framework, however, there is still room for action to understand and implement the policy. This makes it clear that there is a middle position arena, where the directions are implemented. Additionally, knowledge, will, and understanding are crucial components for successful implementation. It was found that the recipient and the street-level bureaucrat's cooperation game is questionable because pupils had some trouble with the vegetarian food. It turns out, though, that the municipality is aware of this and actively trying to improve the situation.
