Abstract

I denna studie undersöks huruvida naturvägledning, som facilitering av dialog om landskap, i landskapet kan användas i dialogprocesser vid fysisk planering. Syftet för uppsatsen att bidra med ökad förståelse och kunskap om hur vi kan ha en deliberativ dialog om en plats av socioekologiskt värde i en meningsfull kontext i planering genom naturvägledning. Studien belyser behovet av att det behövs nya eller alternativa former av metod för deliberativa dialoger i fysisk planering då det finns brister i den nuvarande formen, nämligen medborgardialogen. Studiens metod delar karaktärsdrag med det vetenskapliga området filosofins tanke-experiment för att undersöka om naturvägledning kan användas, hur det kan användas och var det kan passa in i planeringsprocessen. Underlaget för uppsatsen består av två parallella litteraturstudier och två kvalitativa semi strukturerade intervjuer, som genomfördes med dialogkunniga personer från två kommuner och med olika synsätt på naturvägledning som begrepp. Det teoretiska ramverket består av deliberativa demokrati ideal och även ett utomhuspedagogiskt perspektiv på lärande. Studien visar att naturvägledning, som den förstås i uppsatsen, kan användas vid dialogprocesser vid fysisk planering, dock inte utan vissa utmaningar och med deliberativa premisser för samtalet. Ett förslag ges där naturvägledare kan utgöra en slags tredje aktör i sammanhanget och som kan facilitera en upplevelsebaserad dialog mellan offentlig förvaltning och invånare. Lärande om naturvägledning kan på olika sätt erbjuda invånare kommunikativa verktyg till att kommunicera om sin relation till platsen som ska utvecklas samtidigt som tjänstepersoner från offentlig förvaltning kan skapa sin egna relation till platsen. Vilken plats naturvägledningen kan ta i fysisk planering ges förslag på som ett slags förarbete innan medborgardialog där reflektion och meningskapande till en plats får tid och utrymme att vecklas ut.

This study examines whether nature/heritage interpretation can be used, as a facilitator of dialogue about natural and cultural environments, in physical planning contexts, by experiencing them physically. The aim of this study is to contribute with knowledge, reflection and understanding of how we can conduct a deliberative dialogue about places of socioecological value within a meaningful context in physical planning practices through the use of nature/ heritage interpretation. The study also stresses the need for new or alternative methods of conducting deliberative dialogue within physical planning, due to the current citizen dialogue's lack of success with citizen participation. The method for this study shares some character traits with the philosophy's thought experiment, which is used to answer the questions of can nature/heritage interpretation be used in the context of physical planning, how it can be used and where in the process could it fit in. To answer these questions two parallel literary studies was carried out and two semi structural interviews was conducted, with people working within separate municipalities and with two different views on nature/heritage interpretation. The theoretical framework for this study contained deliberative democracy ideals and also the perspective of outdoor pedagogy. The study shows that nature/heritage interpretation can be used in the context of physical planning, although notunchallenged and not without deliberation as a premise for the dialogue. Nature/heritage interpretators can be used as a third party, who could facilitate an experiencebased dialogue between people from the public administration and the citizens. Learning about nature/heritage interpretation can offer citizens the communicative tools to mediate their relationship to the place that is to be developed and at the same time offer people from the public administration tools to develop their own relationship to this place. As to where nature/heritage interpretation could fit in, a suggestion is as a preparatory work effort that takes place before the citizen's dialogue, where reflection, creation of meaning and shaping of relations to the place are given time to be unfolded..
