Abstract

Fysisk säkerhet, i form av att skydda samhällsviktiga värden mot antagonistiska angrepp, berörs inte på landskapsarkitektutbildningen SLU Ultuna - Sverige. Däremot finns miljöer med skyddsvärden som behöver balanseras med andra utformningskrav, exempelvis försvarsanläggningar eller myndighetsbyggnader. I och med den ökade och förändrade hotbild som observeras i samhället idag så är det relevant att undersöka hur landskapsarkitektur kan appliceras i planering och utformning av dessa säkerhetsmiljöer. Med det som utgångspunkt så ämnar detta arbete identifiera och diskutera potentialer och utmaningar i samarbetet mellan landskapsarkitekter och säkerhetsexperter. På så sätt ger detta arbete en överskådlig bild av säkerhetsprojekt och ger konstruktiv kritik som kan utveckla landskapsarkitekters relevans och kompetens i säkerhetsprojekt. För att göra detta intervjuas sex personer med god kännedom inom säkerhetsprojekt (benämnt säkerhetsexperter) om hur de ser på landskapsarkitekter, landskapsarkitekternas kompetens, fysisk säkerhet och estetik i säkerhetsprojekt. Enligt informanterna har landskapsarkitekter i nuläget inte kompetens att hantera säkerhetsprojekt. Kompetensbristen kan ha orsakats av att landskapsarkitekter är okända i säkerhetsbranschen och att de inte får ta del av sekretessbelagd information, vilket gör att de inte får möjlighet att bygga upp erfarenhet av säkerhetsprojekt. De utmaningar som landskapsarkitekter står inför i säkerhetsprojekt presenteras i form av intressekonflikter inom säkerhetsprojekt. Dessa intressekonflikter liknar i många avseenden ’vanliga projekt’ men det som skiljer sig är paradoxen mellan att skydda och uppmuntra demokratin samt tidskrävande och sekretessbelagda administrationsmoment. Om landskapsarkitekter utvecklar sin säkerhetskompetens möjliggör det för att; bättre hantera dessa intressekonflikter, lättare att avgöra en lämplig säkerhetsgrad och bättre integrera estetiska värden. Detta arbete uppmärksammar också flertalet potentialer för säkerhet om landskapsarkitekter utvecklar sin kompetens och medverkar i säkerhetsprojekt. Landskapsarkitekters växtkännedom har potential att bidra till säkerhet. Om landskapsarkitekter medverkar i säkerhetsprojekt möjliggör det att följa säkerhetsskyddslagens direktiv om att balansera allmänna och enskilda intressen till fullo eftersom de har möjlighet att behandla estetiska intressen. Eftersom landskapsarkitekter utformar och planerar för framtiden behöver de utveckla sin säkerhetskompetens för att bemöta framtidens ökade säkerhetsbehov.

Physical security, in the form of protecting socially important values against antagonistic attacks, isn’t taught in the landscape architecture education at SLU Ultuna - Sweden. However, there are environments with security requirements that need to be balanced with other design requirements, for example defense facilities or government buildings. With the increased and changed security threat observed in society today, it is relevant to investigate how landscape architecture can be applied in the planning and design of security environments. With that as a starting point, this work aims to identify and discuss potentials and challenges in the collaboration between landscape architects and security experts. This work provides a broad understanding of security projects and provides constructive criticism that can develop the relevance and competence of landscape architects in security projects. To do this, six people with good knowledge of security projects (known as security experts) are interviewed about how they view landscape architects, the landscape architect’s competence, physical security and aesthetics in security projects. According to the informants, landscape architects currently do not have the skills to handle security projects. The lack of competence may have been caused by the fact that landscape architects are unknown in the security industry and that they are not allowed to share classified information, which means that they do not get the opportunity to build up security-experience. The challenges that landscape architects face in security projects are presented in the form of conflicts of interest within the projects. These conflicts of interest are in many respects similar to 'ordinary projects' but differs is the paradox between protecting and encouraging democracy, and time-consuming and secrecy classified administrative aspects. If landscape architects develop their security skills, it makes it possible to; better manage these conflicts of interest, easier to determine an appropriate degree of security and better integrate aesthetic values. This work also draws attention to the numerous potentials for security if landscape architects develop their skills and are included in the projects. Landscape architect’s plant knowledge has the potential to contribute to safety. If landscape architects take part in security projects, it makes it possible to comply with the directives of säkerhetsskyddslagen to balance public and individual interests to the fullest, because they have the opportunity to treat aesthetic interests. Because landscape architects design and plan for the future, they need to develop their security skills to meet the increased security needs of the future.
