Abstract

Allt eftersom fler människor flyttar från landsbygd till städer får städerna större betydelse för den hållbara utvecklingens framtid, men att nå hållbara städer är ett konfliktfyllt arbete. Ett sätt att minska dessa konflikter och nå den hållbara staden är genom arbete med ekosystemtjänster, men även i detta arbete kan det behöva göras kompromisser. När det som väljs bort i kompromisserna inte uppmärksammas finns en risk att viktiga aspekter missas, vilket har visat sig ofta drabba redan utsatta grupper ur samhället. Det kan också göra det svårare att driva igenom de beslut som fattas. Daw et al. beskriver i artikeln “Evaluating taboo trade-offs in ecosystem services and human well-being" fyra mekanismer som gör att det som väljs bort inte uppmärksammas. Men gäller dessa mekanismer även arbete med ekosystemtjänstanalyser? Denna studie granskar arbetssättet beskrivet i C/O Citys vägledning ”Ekosystemtjänster i stadsplanering – En vägledning” genom samtal med yrkesverksamma som har arbetat efter deras modell. Samtalspunkter utformades utifrån Daw et al. (2015):s fyra mekanismer för att se hur arbetssättet hanterar dessa mekanismer. Resultatet av studien var att arbetssättet till viss del är uppbyggt så att mekanismerna från Daw et al. (2015) motverkas men att förbättringspotential finns kring samtliga mekanismer i form av att inte se människan som en homogen grupp, att kritiskt granska de beslut som fattas på jakt efter förlorare, att utöka checklistan för inventering samt att bidra med fler och bättre bedömningsverktyg för bedömning av ekosystemtjänster.

As people move from rural to urban areas, cities will have a bigger part to play in the future of sustainable development. However, reaching sustainable cities is not easy and involves solving conflicts. One method in use by city planners of today to help resolve these conflicts is by using ecosystem services, which in turn also involves trade-offs and compromises. If the trade-offs are overlooked in favor of win-wins there is a risk that aspects that concern less obvious stakeholders are missed. This has been shown to affect marginalized groups of society as well as hinder implementation of the decisions made. In the article “Evaluating taboo trade-offs in ecosystem services and human well-being" by Daw et al. (2015) four mechanisms that can cause tradeoffs to be overlooked are identified. But do these mechanisms also apply to ecosystem service analysis? This study reviews the ecosystem service analysis method developed by C/O City, described in ”Ekosystemtjänster i stadsplanering – En vägledning” by talking with professionals who’ve used it in projects. The questions used were based on the four mechanisms discussed by Daw et al. (2015) to see how the method dealt with them. The study showed that the method of analysis takes account of the mechanisms to a degree, however, there is room for improvement in regard of all of them. The biggest areas of improvement in response to the mechanisms come in form of not seeing people as a homogenous group, to examine decisions in search of its losers, to increase the checklist used when taking inventory and contributing with more and better tools for evaluating ecosystem services.
