Abstract

Hållbar utveckling är ett högaktuellt ämne såväl globalt som lokalt. För att leda samhället i en hållbar utveckling skapas det planer och strategier från en global skala till en lokal skala. De större skalornas mål och strategier ska fungera som vägledning vid en mer specifik planering på en lokal skala. Om det ska skapas en hållbar utveckling i praktiken är det således viktigt att målen från en större skala tolkas rätt och sedan appliceras på en lägre skala korrekt. I det här arbetet granskas planprocessen genom en studie av ett specifikt fall. Genom dokumentanalys och intervju så granskas hur väl detaljplanen för Gävle Strand etapp 2 följer Gävle kommuns mål gällande hållbar utveckling, specifikt segregation och biologisk mångfald. Resultatet visar på en diskrepans mellan kommunens målsättning och de effekter detaljplanen leder till om den utförs i praktiken. Diskrepansen leder till en diskussion om hur man kan implementera hållbar utveckling i detaljplaner i praktiken, exempelvis genom olika verktyg i planprocessen och genom konkreta mål om ekosystemtjänster.

Sustainable development is a highly topical issue both locally and globally. To lead society in a sustainable development, plans and strategies have been created from a global scale to a local scale. The goals and strategies of the larger scales should serve as a guide when planning more specifically on a local scale. Therefore, if sustainable development is to be created in practice, it is important that the goals from a larger scale are interpreted in the right way and then applied correctly on a lower scale. In this work, the planning process is examined through a study of a specified case. Through document analysis and interview, it is examined how well the Detailed Development Plan for Gävle Strand stage 2 follows Gävle municipality's goals regarding sustainable development, specific regarding segregation and biodiversity. The result shows a discrepancy between the municipality's objective and the effects the detailed plan will lead to if it is implemented in practice. The discrepancy leads to a discussion on how to implement sustainable development in detailed plans in practice, for example through various tools in the planning process and through concrete goals for ecosystem services.
