Abstract

The goal of this master’s thesis was to formulate new policies or propose changes to existing ones to increase the efficiency in the use of natural resources in form of biomass. The work was conducted by discovering potential inefficiencies in the energy sector and industry with regards to the use of biomass. This was done by Interviewing experts in the field as well as conducting a literature review. Based on the identified inefficiencies, suggestions for changes and new policies were formulated. These inefficiencies and policies were then taken to a workshop where people from the industries could give their opinions on the suggestions. Policies should be formulated in consultation with the affected industries. The conclusions from this thesis were that they also should be implemented close to the source of the problem and be technologically neutral to avoid market bias. Policies to promote CHP plants and to remove the opt-in of smaller facilities into the ETS-system should be implemented. The benchmark, on which the free allocation of emissions permits for the paper- and pulp industry are based, should be revised. Some of these policies could reduce the fossil GHG emissions by 6 400 000 ton CO2-equivalents.
