Abstract

Denna studies syfte är att undersöka hur bioekonomi representeras och integreras i skogspolitiken med fokus på att synliggöra den underliggande synen på vilka problem som är förknippade med idén om en bioekonomiomställning som lösning på klimatkrisen. Studiens frågeställningar har varit; vilka problematiseringar ligger till grund för bioekonomi som lösning i svenska skogsstrategier; vilka underliggande förståelser möjliggör bioekonomins problematiseringar; på vilka sätt utesluter de dominerande problemrepresentationerna kring bioekonomiomställ-ningen andra möjliga förståelser av problemet och alternativa lösningar? Studien har genomförts genom diskursanalys med hjälp av analysramverket ”What’s the problem represented to be” (Bacchi 2009) för att undersöka den problemrepresentation som lösningen bioekonomi bygger på.

Med exempel ur tre svenska skogsstrategier, från olika nivåer i samhället, handlar bioekonomins implicita problemrepresentationer om brist på skogsråvara och regional ekonomisk tillväxt. Detta ryms inom en produktionsmaximerande och teknikoptimistisk diskurs som om-fattar en paradox för att skapa sysselsättning på landsbygden när andra värden än de produktionsinriktade utelämnas. Studien visar att produktionsmaximerande argument lyfts fram som miljöargument i en kontext där klimatförändringar ska stoppas genom kolinlagring. Problem-representationen skapar en motsättning inom miljömålen där klimatåtgärder tenderar att prioriteras över åtgärder för skydd av biologisk mångfald.
Med exempel i de olika skogsstrategierna är den svenska bioekonomiska skogsdiskursen partiell i synen på att lösa klimatkrisen. Det vill säga att den inriktar sig på en specifik del av en mer omfattande problematik, vilket påverkar möjligheterna att hantera fossila utsläpp och förbrukande av jordens resurser i strävan mot ett hållbart samhälle.

The purpose of this study is to investigate how bioeconomy is represented and integrated into forest policy, with a focus on highlighting the underlying view of what problems are associated with the idea of a bioeconomy as a solution to the climate crisis. The questions of the study have been; which problematisations form the basis of the bioeconomy as a solution to Swedish forest strategies; which underlying understandings enable the problematisations of the bioecon-omy; in what ways do the dominant problem representations of the bioeconomy exclude other possible understandings of the problem and alternative solutions? The study was carried out through discourse analysis using the analysis framework "What's the problem represented to be" (Bacchi 2009) to investigate the problem representation on which the solution bioeconomy is based. With examples from three Swedish forest strategies, from different levels in society, the implicit problem representations of the bioeconomy concern the lack of forest raw material and regional economic growth. This fits within a production-maximizing and technology-opti-mistic discourse that encompasses a paradox for creating employment in rural areas when other values than the production-oriented ones are excluded. The study shows that production-max-imizing arguments are highlighted as environmental arguments in a context where climate change is to be stopped by carbon storage. The problem representation creates a contradiction in the environmental goals where climate measures tend to be prioritized over measures for the protection of biodiversity.

With examples in the various forest strategies, the Swedish bioeconomic forest discourse is partial in the view of solving the climate crisis. That is, it focuses on a specific part of a more comprehensive problem, which affects the possibilities of managing the problem of fossil emis-sions and consumption of the earth's resources in the pursuit of a sustainable society.
