Abstract

Sveriges jordbruksmark är värdefull och på många håll väldigt produktiv. Jordbruksmarken har ett stort kulturellt, ekonomiskt och samhällsberedskapsvärde, men minskar i areal i takt med att kommuner bygger explosionsartat för att förse invånare, företag och andra aktörer med bostäder och arbetsplatsbyggnader. En bieffekt av det hastiga byggandet är att produktiv jordbruksmark med stort värde förbrukas ineffektivt med kort framtidssyn, utan hänsyn till Miljöbalken och dess lagar samt till det ökade behovet av livsmedelsförsörjning och livsmedelssäkerhet. För att motverka att produktiv jordbruksmark tas i anspråk på nuvarande ohållbara sätt bör kommuner vara noggrann att ställa sig flera planeringsfrågor kring vart och hur vi bygger nya bostäder.

Den här uppsatsen studerar hur Uppsalas översiktsplan 2016 beskriver den kommande exploateringen av mark i kommunen. I uppsatsen finns en kartstudie som undersöker Uppsalas nya stadsnoder. En diskussion förs i slutet av uppsatsen om hur man i framtiden kan bygga för att undvika att värdefull jordbruksmark förstörs.

Sweden’s agricultural lands are valuable and fertile throughout the country. The agricultural land has high cultural, economic and food security values, but it is diminishing in area due to Swedish municipalities building at an explosive rate to provide housing and buildings to its inhabitants, enterprises and other stakeholders. A side effect of the explosive construction rate is that agricultural lands with high values are destroyed ineffectively with an unsustainable future perspective, with insufficient acknowledgment of the environmental code and its laws and to the increasing demand to food security. To counteract that valuable agricultural lands are being used inappropriately, municipalities should ask themselves where and how we construct new housing buildings.

This essay studies Uppsala municipality’ comprehensive plan 2016 and how it describes the planned exploitation of land in the municipality. This essay contains a map-study of Uppsalas planned nodes. A discussion of alternative ways to build in the future to avoid destroying valuable arable land is found at the end of the essay.
