Abstract

FN:s barnkonvention belyser barns rätt att höras i frågor som rör deras livsmiljö, trots detta får barn sällan sin röst hörd i planeringsprocesser som gäller den fysiska miljön. Vi planerare försöker i många fall utgå från ett barnperspektiv vid planering av barns utemiljö, vilket innebär att vi försöker se världen utifrån barnets synvinkel. Dock kan planerarens barnperspektiv skilja sig åt från barnets perspektiv vilken kan leda till att vi planerar en stad utifrån vad vi tror att barn behöver, utan att fråga barnen själva. Syftet med uppsatsen är att undersöka hur barnperspektiv respektive barns perspektiv beaktas inom kommunal fysisk planering. För att uppnå syftet ställde vi oss frågorna om hur praktiker inom kommunal verksamhet arbetar med barnperspektiv respektive barns perspektiv och ifall de anser att det är nödvändigt med barnets perspektiv i planeringen. Göteborgs stads, Botkyrka kommuns samt Uppsala kommuns hemsidor och relevanta dokument granskades för att skapa en överblick hur de arbetar med barnperspektiv i fysisk planering. Åtta tjänstemän från kommunal verksamhet intervjuades samt två ämneskunniga forskare från SLU. Resultatet visar på skillnader och likheter mellan hur kommunerna arbetar med barnperspektiv respektive barns perspektiv i planeringen. De intervjuade respondenterna tycker att det är nödvändigt att lyssna på barns åsikter, men att det finns hinder som bland annat bristande tid, ekonomi och intresse som försvårar möjligheterna för barn att få deltaga i planeringen.

The UN convention of the rights of the child illustrates children’s right to be heard in issues related to their environment, yet they rarely get heard in planning processes relating to the physical environment. We are, in many cases, trying to adopt a child perspective while planning for children's environment, which means that we try to see the world from the child’s point of view. However, the child perspective on the environment may differ between the planner’s point of view and the child’s, which can lead us to design a city based on what we think children need without asking the children themselves. The purpose of this paper is to examine how the child perspective and the child’s perspective are taken into consideration in municipal spatial planning. In order to achieve the purpose we asked questions about how practitioners in local authority planning work with the child perspective and the child’s perspective and if they consider that a child’s perspective is necessary in planning. The website and relevant documents of the city of Gothenburg and the local authorities of Botkyrka and Uppsala were examined to give an overview of how they work with the child perspective in physical planning. Eight people from local authority planning were interviewed and also two experts on the subject child perspective from SLU. The result shows differences and similarities between how local authorities work with children’s perspective and the child perspective in planning. The interviewed respondents feel it is necessary to listen to children’s opinions, but note that there are obstacles such as lack of time, economy and interest that make it more difficult for children to participate in planning.
