Abstract

Landsbygden är full av hjältar, men det är inte alltid deras röster hörs. Kommunsammanslagningar och en ökad centralisering har lett till att landsbygdens representation i det offentliga samtalet minskat. Engagemanget för bygden och dess utveckling har dock aldrig försvunnit. Istället grodde det på en annan samhällsnivå, i civilsamhället. Syftet med den här uppsatsen är att undersöka vad civilsamhället kan innebära för landsbygden. Den undersöker även hur detta görs legitimt.

Materialet till undersökningen har inhämtats via fältstudier i Ljungby kommun i sydvästra Småland. Totalt har sju semistrukturerade intervjuer och två observationer med företrädare för olika föreningar samt tjänstemän från kommunen utförts. Materialet har sedan analyserats med hjälp av begreppet ’lokalt ledarskap’ som kan brytas ner till beståndsdelarna governance, socialt kapital och resiliens.

Undersökningen visar att governance möjliggör att civilsamhället både ges och tar sig en ganska stor roll i Ljungby kommun. Genom utövandet av lokalt ledarskap för civilsamhället landsbygdens talan och dess utveckling framåt. Detta möjliggörs genom ett starkt socialt kapital. Det sociala kapitalet har också visat sig vara en förutsättning för att resiliens, det vill säga en beredskap mot stora förändringar, ska finnas i kommunen. Civilsamhällets roll som röstbärare legitimeras genom att kommunen erkänner vad och vilka de representerar. För civilsamhällets del handlar snarare själva handlingen, att föra landsbygdens talan, om en protest mot ett annars illegitimt offentligt samtal där landsbygdens röst saknas.

The rural areas in Sweden are the home of many heroes, but their voices are not always heard. The fusion of municipalities and a growing centralization has reduced the representation of rural issues in the public debate. Despite this, the commitment for the community and its development has never disappeared. Instead it grew in a different arena, the civil society. The aim of this essay is to study the meaning of a civil society for rural areas. It also looks into how this is made legitimate.

The material for the study is collected through field studies in a municipality in the south west of Småland, called Ljungby. In total seven semi structured interviews and two observations has been made with representatives from non-profit associations and officials at the municipality. The material was then analysed using the concept ’local leadership’ (lokalt ledarskap) which consists of the elements governance, social capital and resilience.

The study shows that governance makes it possible for the civil society to both get and take upon a quite big role in Ljungby municipality. Through the exercise of local leadership the civil society becomes the voice of the rural areas as well as the engine of its development. This is made possible through strong social capital. The social capital has also proven to be of great importance to make the municipality ready to face big changes, to be resilient. The role of the civil society as the voice of the rural areas is made legitimate when the municipality can see what and who it represents. The civil society does what it does as a protest against what they think would be an illegitimate public dialogue if the voice of the rural areas is missing.
