Abstract

Lokal samverkan mellan olika aktörer är en viktig del i EU:s landsbygdsarbete och således även i Sveriges landsbygdsprogram. Sveriges landsbygd har ett myller av samverkansprojekt och den här studien går på djupet i ett sådant för att undersöka ett sätt att samverka mellan offentlig sektor, näringsliv och civilsamhälle. Uppsatsen tar avstamp i exemplet Stenhuset vid Skokloster slott, där samverkansprocessen mellan de olika aktörerna har undersökts. En utvecklingsgrupp på Skokloster har delegerat till två av medlemmarna i gruppen, att se på möjligheter till att öppna upp det stenhus som stått tomt sedan 2012 och fylla det med olika verksamheter.
Det är en fallstudie där empirin främst består av observationer och intervjuer, som bearbetas med hjälp av Burkes pentad och narrativ analys.
Begrepp som motivation och perspektiv har använts för att analysera resultaten. Utvecklingsgruppen har en gemensam vision sammanfattad i en utvecklingsplan för området och det i sig kan stärka motivationen i en arbetsgrupp. Då aktörerna är från både privat och olika offentliga verksamheter finns risk för konflikter. De offentliga aktörerna har olika styrmedel och regler, som gör att de måste handla på ett visst sätt. Därför är det viktigt att parterna arbetar med att försöka förstå varandras perspektiv.
I utvecklingen av kulturarvet vill några fokusera mer på affärsmässighet och andra mer på kultur och bevarande. Även om aktörerna har ett gemensamt mål har de olika perspektiv på hur de ska uppnå det. Studien visar på så sätt att det finns flera komplikationer i den här typen av samverkansprojekt som metod för landsbygdsutveckling.

Local collaboration between different actors is an important part in the European Union Rural Development Policy and also in Sweden through a national Rural Development Program. The rural areas in Sweden have plenty of collaboration projects. This study goes into the depths to examine one way to cooperate between state/government, private companies and the civil society. The study takes as entry point the example of the Stonehouse at Skokloster, where the collaboration process has been studied. A development group at Skokloster has delegated to two of the members to look at possibilities to open up the Stonehouse, which has been empty since 2012, with the idea of filling it with different activities.
It is a case study where the empirical part consists of observations and interviews, which has been processed with Burkes pentad and narrative analysis.
The results are analysed with concepts such as motivation and perspective. The development group has a common vision, summarized in a PM called Development plan. This plan is for the whole area of Skokloster and it can strengthen the motivation in a working group. Since the actors are from both private and public spheres there are risks of conflicts. The public actors have different policies and regulations that they work with and have to follow. Therefore, it is important that the different parties strive to understand each other’s perspectives.
Regarding the development of the heritage some of the actors focus more on the business orientation and other actors more on culture and preservation. Even if all the actors have one common goal, they have different perspectives regarding how they will achieve it. This study shows that there are complications in this kind of collaboration projects as a method of rural development.
