Abstract

The farming system is the basis of human existence through its production of provisions for man. By a continuous exchange of information, energy and material, between the ecosystems and the social systems, the farming system becomes an emergent property. The system's own properties, in the sense of farming methods, circulations and institutions, evolve through an adaptive process. Understanding this process and constantly learn from it, is the starting point for creating a sustainable development within farming systems. Thus, future farming system has to develop strategies that produce food provisions while at the same time takes into consideration the ecosystem's resilience and its integrity, but which also enables an ethical discussion.

The institutions within the farming system are understood as links between the ecosystems and the social systems. In this study I describe an institutional process of change that includes both a narrow definition of the concept of institution (e.g., farmers, authorities) to a broader definition. In the latter definition the institutions are not separated from man or values in the sense that human collaboration IS a societal institution. The point of departure is that a sustainable development of farming systems demands an increased social participation; participation in environmental decision making create better conditions for socially and ecologically sound decisions.

This study is a synthesis of theories in Adaptive Co- Management, System Thinking and System Ecology. Based on the theoretical analysis of what is needed to enable sustainable development of farming systems in Sweden, I explore the consequences of such an approach through a case study of the County Administration's potentials to work with the new Rural Development Program.

In my master thesis, I argue that sustainable development within farming system calls for new ways of communicating between existing institutions and also call for the establishment of new institutions. I identify four types of institutions that together enable learning and adaptation. Two of the types, as I see it, can be developed from already existing institutions through a process of institutional change that are connected to the perspective of learning organizations. These two types are institutions that might strengthen the communication between different system levels within the farming system:

§ Bridging institutions: that create communication between for example the EU and individual farmers (existing institutions that can develop the task are 'Naturskyddsföreningen', Sida).

§ Overlapping regional and global institutions: that have a landscape perspective or a global perspective of the administration of natural resources (existing institutions that can develop the task are the county administration, the UN).

Simultaneously, two 'new' institutions arise through the processes of collaboration. These institutions are in constant change through the ongoing collaborative learning which defines them. The function of the new institutions is to locally establish the administration of the ecosystem. These institutions are:

§ Horizontally integrated institutions: that are created through the collaboration between farmers in one village or between individuals who share the same place to live.

§ Vertically integrated institutions: that are created through the co-operation around one resource or between individuals from for example Sida, county administration, politicians at municipal level, farmers and the public.

In the future an important task for existing institutions is to facilitate and support collaborative change. To succeed, existing institutions must develop competence for facilitating collaboration, creating venues and networks for collaboration, adopt a value basis for collaboration and develop know-how with relevant collaboration personnel. To examine the possibility for an existing institution to develop in this direction, within existing administrative and political context, I devote the last part of the study and the discussion to an analysis of the County Administration's potential as a regionally overlapping institution within the framework for the new Rural Development Program that takes effect in 2007. I conclude that the new Rural Development Program lacks important parts to change the farming systems institutional framework. Those parts are vertical integration through all society, the will to give the grass roots political power and an analysis about how the County Administration as a regional institution should master collaboration.

Jordbrukssystemet är grunden till människans existens genom att producera människors föda. Genom det ständiga utbytet av information, energi och materia mellan ekosystemet och det sociala systemet uppstår jordbrukssystemet som en emergent egenskap. Dess egenskaper i form av brukningsmetoder, kretslopp och institutioner uppträder genom anpassningen mellan människor och ekosystem. Att förstå denna process och ständigt lära genom den är utgångspunkten för att skapa hållbar utveckling inom jordbrukssystemet.
Jordbrukssystemets förändrade roll
Det existerar en stark kritik mot dagens jordbrukssystem (t ex Holling, 1995; Jiggins & Röling, 1999). Kritiken går ut på att vi, genom att ensidig fokusering på resurserna och dess avkastning, förlorar förståelsen för andra flöden inom det. Genom att hantera relationen mellan de sociala systemen och ekosystemen så ensidigt har vi skapat ett jordbrukssystem som gör (Folke et al, 1998):
• ekosystemen mer sårbara och utsatta,
• institutionerna mer rigida och oemottagliga för intryck och
• jordbrukssystemet mer beroende av externa insatser.
Det här arbetet har tillkommit som en reaktion på den kritiken. Som jag ser det måste det framtida jordbrukssystemet utveckla strategier som producerar livsmedel och samtidigt tar hänsyn till ekosystemens resiliens och integritet och också möjliggör en etisk diskussion. Arbetets utgångspunkt är att detta kräver ett ökat socialt deltagande i förvaltningen av ekosystemen. Gemensamt fattade beslut är det som skapar förutsättningar för socialt och ekologiskt sunda beslut.
Institutionerna är nyckeln till förändringen
Det som är länken mellan de sociala systemen och ekosystemen är jordbrukets institutioner. Arbetets definition av institutioner ser olika ut för befintliga institutioner och potentiella ”nya” institutioner. Jag beskriver en institutionell förändringsprocess som rör sig från en snäv definition av begreppet institution (brukare, myndigheter) till en bredare definition där institutionerna inte särskiljs från människor eller värderingar utan ÄR människors samverkan.
Jag drar i arbetet slutsatsen att hållbar utveckling inom jordbrukssystemet kräver nya kommunikationsvägar mellan jordbruksystemets befintliga institutioner och att det kräver uppkomsten av nya institutioner. Jag identifierat fyra typer av institutioner som tillsammans möjliggör lärande och anpassning inom jordbrukssystemet och på så vis möjliggör hållbar utveckling. Två av typerna kan, som jag ser det, utvecklas ur redan befintliga institutioner genom arbetsmetoder som är förknippade med lärande organisationer. De två typerna jag identifierar här är institutioner som stärker kommunikationen mellan olika systemnivåer inom jordbruksystemet. Dessa är:
• Brobyggande institutioner: som skapar kommunikation mellan exempelvis EU och enskilda brukare (befintliga institutioner som kan utveckla uppgiften är Naturskyddsföreningen, Sida),
• Överlappande regionala och globala institutioner: som har ett landskapsperspektiv eller ett globalt perspektiv på naturresursförvaltningen (befintliga institutioner som kan utveckla uppgiften är Länsstyrelsen, FN).
Arbetet med att utveckla redan befintliga institutioner till att matcha en av typerna jag just presenterade är en avgörande del i att förändra det institutionella sammanhanget inom jordbruksystemet.
Två typer av institutioner som är ”nya” institutioner uppkommer genom samverkansprocesser. Jag ser det som att institutionerna i dessa fall ÄR människors samverkan och att de är i ständig utveckling genom samverkansprocesser. De nya institutionernas funktion är att lokalt förankra ekosystemförvaltningen. Institutionerna är:
• Horisontellt integrerade institutioner: som skapas ur samverkan mellan brukare i en by eller mellan människor i ett bostadsområde,
• Vertikalt integrerade institutioner: som skapas ur samverkan kring en resurs (till exempel vattenvårdsförbund) eller mellan individer från till exempel Sida, Länsstyrelsen, kommunpolitiker, brukare och allmänhet.
Nya uppgifter för en befintlig institution
Jag menar att en viktig uppgift för befintliga institutioner i framtiden är att underlätta för och stötta samverkande förändring. För att lyckas med detta måste befintliga institutioner utveckla kompetens för samverkan, mötesplatser / nätverk för samverkan, värdegrund för samverkan och kunskap hos medarbetarna för samverkan. För att utreda möjligheten för en befintlig institution att utvecklas i denna riktning inom rådande administrativa och politiska sammanhang ägnar jag diskussionen åt Länsstyrelsens potential som regionalt överlappande institution inom ramen för EUs nya Landsbygdsprogram som träder i kraft 2007. Min utgångspunkt är att Länsstyrelsen har möjlighet att utvecklas till en institution som innehar institutionella egenskaper för att åstadkomma vertikal och horisontell samverkan i ekosystemförvaltning. Länsstyrelsen kan också utvecklas till en institution som stöttar resursförvaltning på lokal nivå och som skapar nätverk för att kunna föra kunskap och information mellan skalor och nivåer och för att därmed kunna hantera resursförvaltning på landskapsnivå och global nivå (det vill säga fungera som en överlappande institution). Jag har tagit del av regeringens skrivelse kring det nya Landsbygdsprogrammet och min slutsats är att det saknas viktiga pusselbitar inom Landsbygdsprogrammet för att jordbrukssystemets institutionella sammanhang ska kunna förändras. Dessa pusselbitar är vertikal integrering genom hela samhället, vilja att förlägga politisk makt till gräsrötterna och en analys kring hur Länsstyrelsen som regionalt organ ska hantera samverkan.
