Abstract

Samhället befinner sig i ständig förändring och det globala får en allt större påverkan på det lokala. Många mindre och medelstora kommuner har idag och historiskt stött på utmaningar i sin utveckling. Utmaningar som inte sällan tar avstamp i historiska händelser som stora industrinedläggningar och skeva befolkningsstrukturer. Många kommuner kämpar för att ändra den historiska trenden för att på sikt nå en utveckling som är hållbar såväl ekonomiskt, som socialt och ekologiskt.
Studien syftar till att undersöka hur Katrineholms kommun, en mellanstor kommun i Södermanland som historiskt präglats av utvecklingsutmaningar, berör och presenterar hållbar utveckling i sina strategier för utveckling i kommunen. Den teoretiska utgångspunkten för arbetet är begreppet hållbar utveckling. Begreppet diskuteras utifrån de tre perspektiven av hållbarhet, ekologisk, ekonomisk och social hållbarhet. Genom det sociala hållbarhetsperspektivet läggs även fokus på perspektivet av identitetsskapande och lokal identitet i en kommun. Kommunförvaltningen har en central roll i den kommunalt hållbara utvecklingen. Det är genom kommunens mål, strategi och planering för utveckling som det är möjligt att lägga in ett överskådligt helhetsperspektiv för vart kommunen vill och hur den ska nå dit. Studien är baserad på en kvalitativ textanalys av tre styr/policydokument i Katrineholms kommun. Dessa dokument utgörs av kommunplan, översiktsplan, och kommunens Vision 2025 som tillsammans anger kommunens egen syn på framtidens förutsättningar och mål för utveckling. Utöver detta har semistrukturerade intervjuer med tre kommuninvånare gjorts med syfte att ge ett ytterligare perspektiv till analysen av styr/policydokumenten.
Studiens resultat visar att hållbarhet, utveckling och hållbar utveckling är återkommande begrepp i de politiska styr/policydokumenten och de berörs i ett brett ämnesspektrum. Kommunens utvecklingsmöjligheter framställs dock i regel i en bild av positiva framtidsutsikter. Även hållbarhet och hållbar utveckling nämns i egenskap av möjligheter, och diskuteras sparsamt i relation till utmaningar och konsekvenser. Begreppen är frekvent återkommande och kommunens egna utvecklingsmöjligheter nämns stundtals som oändliga, men det förs sällan någon diskussion om tillvägagångssätt för att nå denna utveckling. Hållbar utveckling återkommer i flera olika sammanhang, men det presenteras aldrig någon definition av begreppet.

Society is in constant change and the global has a great impact on the local. Many small and medium-sized Municipalities have today and historically encountered challenges in its development. These challenges frequently build on historical events, as major industrial closures and warp population structures. Many communities are struggling to change the historical trend to eventually reach a development that is sustainable, economically, socially and ecologically. This thesis aims to study how Katrineholm, a medium-sized Municipality in Södermanland, describes and presents sustainable development in it´s own strategies for Municipal development. The theoretical starting point for the work is the concept of sustainable development. The concept is discussed from three perspectives of sustainability; ecological, economic and social sustainability. Through social sustainability focus is placed on the perspective of identity and local identity in a Municipality. The Municipality has a central role in the Municipal sustainable development. It is through the Municipality's goals, strategy and planning for development that it is possible to put a clear overall perspective of each Municipality goals and how to get there. The study is based on a qualitative textual analysis of three policy documents in Katrineholm. These documents consist of overall plan, municipal plan and municipal Vision 2025, which together indicate the municipality's own view of the future requirements and goals for development. In addition, semi-structured interviews with three local residents have been made in order to provide an additional perspective to the analysis of policy documents. The results of the study show that sustainability, development and sustainable development are recurring concepts in political policy documents and they are used in a broad subject range. The Municipality's development in the Municipal policy documents are imaged in a positive perspective. Development, sustainability and sustainable development are almost exclusively mentioned as opportunities and rarely discussed in relation to challenges and consequences. The concepts are frequently occurring and the Municipality's own development potential is mentioned sometimes as endless, but there are rarely any discussions of approaches to achieve this development. Sustainable development is discussed in several different contexts, but a definition of the term is never presented.
