Abstract

Många människor på flykt som tagit sig till Sverige, har av olika anledningar placerats i landsbygdskommuner. Det ökade antalet flyktingar och mottagandet av dem skapar både utmaningar och möjligheter för myndigheterna och landsbygdskommunerna. Syftet med detta kandidatarbete är att undersöka och förstå hur flyktingmottagandet hanterades i Haparanda kommun från hösten 2015 fram till våren 2017. Uppsatsen har ett empiriskt fokus, och grundas i informanternas berättelser, som jag fick ta del av, under en veckolång fältstudie i Haparanda. Uppsatsen beskriver hur de lokala aktörerna hanterade mottagningen och vilka drivkrafter som ligger bakom den lokala organiseringen. Begreppen kommunikativ och instrumentell logik, social tillit, och governance har använts för analysen.
Mottagandet involverar flera samhällsaktörer, därmed skapas ett behov av samverkan dem emellan. I mötet mellan myndigheter och civilsamhällets organisationer blir skillnaden i deras arbetssätt tydlig, som präglas av skilda logiker. Detta i sin tur har påverkan på tilliten mellan aktörerna. Kommunen befinner sig mellan två logiker, där man försöker kombinera sin myndighetsutövning med en orientering mot civilsamhället.

Many refugees are seeking asylum in Sweden, for different reasons many of them have been placed in rural municipalities. The increased arrival and the reception of refugees, has created both challenges and opportunities for these municipalities. The purpose of this study is to understand how the refugee- reception was handled in Haparanda from the autumn of 2015 until spring 2017. This essay has an empirical focus. It is based on the stories that I took part of, by the informants, during a weeklong field study in Haparanda municipality. The study describes how local actors handled the reception and the driving forces behind the local organization. Concepts like communicative versus instrumental logic, social trust, and governance have been used for the analysis. The reception involves several social actors, and is thereby creating a need for cooperation between them. In the meeting between authorities and civil society’s organizations, the difference in their way of working, becomes clear, which is characterized by separate logics. This in turn affects the trust between the actors taking part in the reception. The municipality is in between two logics; trying to combine their authority with an orientation towards civil society.
