Abstract

Behovet av ett större perspektiv i samhällsplaneringen är något som de senaste tio-femton åren har accentuerats. Detta existerar i form av det regionala utvecklingsarbetet som Sveriges regioner utför. Viss kritik finns dock riktad mot regioners arbete och att det brister på ett antal punkter. Den här kandidatuppsatsen undersöker arbetet som Region Skåne och Sjöbo kommun utför gällande grönstruktur, som anses vara viktigt att planera för regionalt. Dessa sätts sedan i perspektiv till varandra med syftet att hitta metoder för att stärka det kritiserade arbetet. Genom studien besvarades frågorna

II. Fyller regioner sin potential i att hjälpa kommuner inom länet?
En litteraturstudie om regional- och översiktlig planering genomfördes för att få förståelse för hur det fungerar i nuläget, vilka förbättringar som anses behövs göras och hur det kan komma att utvecklas i framtiden. För att sätta det i förhållande till praktiken diskuterades det mot resultatet av en fallstudie i Region Skåne och Sjöbo kommun samt tidigare undersökningar. En anställd på Region Skåne intervjuades i fallstudien för att få deras perspektiv, två personer på stadsförvaltningen på Sjöbo kommun för att få förståelse för deras planeringsarbete och en anställd på Sjöbo gatukontor för att få insikt i det praktiska arbetet med grönstrukturer. Intervjuerna var halvstrukturerade med utgångspunkt från förbestämda teman som styrde samtalets riktning.
Med hjälp av att jämföra materialet kunde slutsatsen dras att regionerna är mycket viktiga för samhällsplaneringen och att de fyller ett antal funktioner. De utgör ett stöd och hjälper kommuner i deras arbete. Däremot finns det förbättringar i deras arbete som fallstudien visade, till exempel att följa upp och komplettera det arbete som kommunerna saknar. Jag kom även till slutsatsen att det i och med samhällets utveckling kommer kräva utveckling av både regioners och kommuners arbetssätt och att det är upp till båda parter att vara delaktiga i den andres arbete. Det är inte enbart upp till regionerna att finnas till stöd, kommunerna behöver dra nytta av det också.

The need for a bigger perspective in planing of the society has during the last ten to fifteen years increased. This kind of planning takes place in the regional development work that the Swedish regions do. However, there is some criticism about the work being done and it is said to be faulty in a number of contexts. This bachelor thesis aims to investigate the work of Region Skåne and Sjöbo township and their work concerning green infrastructure, which is considered an important subject to handle regionally. These are then compared to each other to see if ways of strengthening the regional work, that has been criticized, can be found. Through this studie these questions were answered
I. Is the work done by regions relevant in the work of the township?
II. Do the regions fulfill their potential in helping the townships of the county?
A literature study was made about the purpose of regional planning to gain understanding of how it works today, which improvements that are considered necessary and how the future seems to be evolving. To put this into perspective with the work being practiced, it was compared to the results of a case study in Region Skåne and Sjöbo township and previous research. One employee was interviewed at Region Skåne to get their perspective, two employees involved in the planning of green infrastructure in Sjöbo was interviewed to understand how they worked and what they based their work on and an interview was conducted with one of the employees working with maintenance of nature in Sjöbo. The interviews were half-structured and followed themes of subjects that guided the direction of the conversation.
By comparing the collected material the conclusion could be drawn that regions are an important part of the society and that they fill a number of functions. They are a support for the townships and help them in their work. However there are improvements to be made, which is showed in the case-study. For example they need to follow up on their work and add the help that is missing. Another conclusion was also that society is growing and changing and both regions and townships need to do the same. The development will require them taking part in each others work, drawing support from each other. It is not only the regions responsibility to include the townships, it is also the townships responsibility to take part of the regions work.
