Abstract

Det finns idag lagar och internationella rekommendationer som förespråkar barn och ungas rättighet och möjlighet till reellt inflytande i processer som rör dess fysiska miljö. Detta examensarbete syftar till att skapa en större förståelse för vilka förutsättningar dagens kommunala fysiska planeringsprocesser står inför i frågan om barn och ungas möjlighet till medverkan och inflytande. För att förstå dagens förutsättningar så måste man förstå de historiska aspekterna och dess utveckling som lett oss fram till den syn samhället har på barn som medborgare och aktörer i vår fysiska planering.
Genom en djupgående litteraturstudie läggs den teoretiska grunden för de historiska och samtida aspekterna när det gäller barn och ungas inflytande. Det finns idag mycket forskning, teori och kunskap kring ämnet som utvecklats under 1900-talet. Mycket av denna forskning och teori kring barns möjlighet till delaktighet och påverkan tillhör dock de senaste decenniernas forskning och främst med fokus på ratificeringen av FN:s barnkonvention som förespråkar barn som egna individer kapabla att agera i frågor som berör dem och dess närmiljö. Genom fallstudier av ett antal kommuner i södra Sverige granskas hur arbetet med barn och ungas medverkan sker i praktiken. Fallstudierna ämnar skapa en insikt i hur teorier, kunskap och metoder implementeras på kommunal nivå och hur man arbetar inom de olika förvaltningarna i respektive kommun. Vems är ansvaret och vem omsätter det i praktiken?
Resultatet av litteraturstudien och fallstudierna visar att det idag finns mycket kunskap, lagar och styrdokument samt metoder utvecklade för dialog och samverkan med barn och unga. Det är inte frågan om brist på kunskap och metoder utan snarare hur dessa ska implementeras och tillämpas inom de kommunala verksamheterna. Dagens planering utgörs ofta av komplexa, politiska och traditionella planeringsprocesser med både privata och offentliga aktörer, vilket gör det svårt för vuxna medborgare att aktivt delta och än svårare för barn och unga. Idag beror barn och ungas möjlighet till medverkan och inflytande i stor utsträckning på individuella eldsjälars engagemang. För att vi i framtiden ska kunna garantera barn och unga deras rättigheter till ett aktivt deltagande behövs stöd och resurser från politiskt håll, samt metoder som knyter an till styrdokument, policys och lagar, och i viss utsträckning ett större kunskapsutbyte mellan kommunerna.

Today there are many laws and international recommendations that advocate children and young people’s right and opportunity to influence the planning of their physical environment. This thesis aims to create a better understanding of the circumstances of today’s municipal planning processes and how children and youth are able to participate in and influence them. To understand today’s situation we first need to understand the historical aspects and the development that led to how society perceives children as citizens and actors in the physical planning process.
Through studying literature, a theoretical foundation of the historical and contemporary aspects of children’s participation is presented. There is today a lot of research, theory and knowledge of the subject that have been developed during the 20th century. A big part of the research and theory about children’s opportunity to participate and influence has been conducted during the past few decades, mostly due to the ratification of the UN’s Convention of the Rights of the Child, which emphasizes children as their own individuals with the ability to contribute in matters that affect their physical environment. Through case studies of a few municipalities in the south of Sweden this thesis examines how children and young people are included and able to influence their physical environment in practice. The case studies aim to create an understanding of how theory, knowledge and methods are implemented on a municipal level and how the different departments in each municipality work. Who has the main responsibility and who applies it in practice?
The results of the literature study and the case studies show that there is a lot of knowledge, legislation, policies and methods that have been developed for dialog and collaboration with children and youth. It is not a question of a lack of knowledge and methods but rather how these are implemented and used within the municipalities. Today’s physical planning often includes complex, political and traditional planning processes with both private and public actors, and is often inaccessible to adult citizens to participate and even less so for children. Today children’s ability to participate is often dependent on individual enthusiasts’ engagement. To be able to guarantee the rights to participate to children and young people in the future more financial support and guidance is needed from a political level, as well as methods that clearly connect with policies and legislation, and also to some extent more knowledge sharing between the municipalities.
