Abstract

Detta examensarbete fokuserar på planering i en stad där tillväxt inte är det mest troliga scenariot. Staden i fråga är Söderhamn i Hälsingland som under de senaste 40 åren har genomgått en oavbruten befolkningsminskning. Orsakerna till detta är många och i dagsläget är det framför allt ungdomar som lämnar orten för möjligheter till arbete och utbildning i större städer där en hel del väljer att stanna kvar. Den långtgående stagnationen har satt sina spår i invånarnas attityd till Söderhamn och många av ortens unga upplever att det inte finns något där som tilltalar dem. Vid tiden för detta examensarbete arbetade Söderhamns kommun med att ta fram ett program för att utveckla stadens centrum. Detta centrumutvecklingsprojekt har använts som språngbräda för mitt arbete där jag har valt att ta mig an samma centrumområde men med fokus på stadens ungdomars tankar och åsikter. Målet har varit att utifrån dessa åsikter undersöka hur man med små medel och punktinsatser skulle kunna förbättra livsmiljön och uppmuntra invånarna att ta det offentliga rummet i anspråk. Uppsatsen rymmer en förstudie där en teoretisk bakgrund ges till hur ungdomar i allmänhet använder offentliga miljöer, en inventering och analys av Söderhamns centrum samt en medborgardialog i form av en enkätundersökning där stadens ungdomar har fått tycka till om centrum. Resultatet av arbetet är ett program för hela centrumområdet med fokus på de områden som var i störst behov av att åtgärdas. Med hjälp av medborgardialogen har även en av platserna i centrum, Köpmantorget, valts ut för att ge ett exempel på hur man skulle kunna applicera ungdomarnas åsikter och idéer i fysisk form genom ett gestaltningsförslag.

This master’s thesis focuses on planning in a town where growth is not the most likely scenario. The town in question is Söderhamn in Hälsingland which during the last 40 years has undergone a continuous decline in population. The reasons for this are many and currently it is mainly the young population who are leaving the town for work and education opportunities in bigger cities where a lot of them choose to stay. The unrelenting stagnation has left its mark on the citizens’ attitude to Söderhamn and many of the town's youths feel that there is nothing there that appeals to them. At the time of this thesis the municipality of Söderhamn was working on a programme to develop the town centre. This centre development project has been the springboard for my work where I have chosen to take on the same downtown area but focused on the thoughts and opinions of the town’s young population. Based on these opinions the goal has been to examine how one could improve the living environment and encourage residents to appropriate public space. The essay contains a study in which a theoretical background is given to how young people generally use public environments, an inventory and analysis of the centre of Söderhamn and a citizen dialogue in the form of a survey where the town's young people have their say on the centre area. The result of this work is a programme for the entire town centre, focusing on the areas that were most in need of an improvement. With the help of the citizen dialogue one of these areas, Köpmantorget, was selected where the youths’ opinions and ideas were applied in physical form through a design proposal.
