Abstract

I en värld med en ständig strävan efter en hållbar utveckling finns det olika tillvägagångssätt för att arbeta mot detta mål. Tillvägagångssätten och rönen utvecklas med jämna mellanrum och i dagsläget är hänsynstagande av ekosystemtjänster aktuellt både internationellt och nationellt. Med ekosystemtjänster menas något som naturen tillhandahåller och som bidrar till människans välfärd. Ekosystemtjänster kan också vara något i naturen som människan är beroende av. De senaste åren pågår ett arbete i Sverige som handlar om att belysa dessa aspekter av ekosystemtjänster samt integrera ett hänsynstagande av dem i både planering och miljöarbete. Befintliga processer anses vara en väg att gå för att uppnå denna integrering. En sådan process är miljökonsekvensbeskrivning/miljöbedömning (MKB) som ofta är en del av olika planer, projekt och program. Syftet med denna uppsats är att undersöka MKB som metod för att synliggöra ekosystemtjänster inom det svenska miljöarbetet. I uppsatsen presenteras en bakgrund till MKB som metod både för plan- och projekt-MKB samt utvecklingen av fenomenet ekosystemtjänster. Pågående arbeten kring ekosystemtjänster på en nationell och politisk nivå presenteras och är till stor del också utgångspunkten för denna uppsats. För att svara på frågeställningen ”Hur kan beskrivning och konsekvensanalys i MKB vidareutvecklas till att inkludera ekosystemtjänster?” granskas fyra stycken befintliga projekt-MKB. Tre av dessa dokument beaktar inte ekosystemtjänster vilket det fjärde gör. Genom denna metod kan en identifiering av potentiella utvecklingsmöjligheter för en integrering av ekosystemtjänster i MKB synliggöras. Resultatet av både bakgrundsstudie och granskning sammanfattas i en SWOT-analys. På så vis kan olika aspekter som bör tas i beaktande belysas, om ekosystemtjänster ska integreras i MKB. Resultatet av SWOT-analysen är en sammanställning av idéer på förslag till vidareutveckling som är grundad i både bakgrundsstudie och granskning.

Sustainable development has become a widely used concept. In order to make the ambition for sustainability a reality, there are different implementations that can be used. These implementations are developing constantly. At this point the phenomenon of ecosystem services is an aspect that some think should be considered more wisely. An ecosystem services is something that nature gives humans for free and that contributes to the welfare of the human being. Over the last years the concept of ecosystem services has grown in Sweden and the government wants this aspect to be a greater part of current planning principles. Environmental Impact Assessments (EIA) is a method which is used as a part of some of these current planning principles. The purpose of this thesis is to investigate EIA as a method and as a potential way to make ecosystem services visible in the Swedish environmental work. The backgrounds of EIA as well as the concept of ecosystem services are presented in the first part of the thesis. Ongoing studies generated by the Swedish government on the topic ecosystem services are presented and can be seen as the starting point of this thesis. In order to answer the question of the thesis, “How can the description and impact assessment in the EIS further developed to include ecosystem services?” four existing EIA-documents are examined. Three of the documents do not take ecosystem services into consideration, but the fourth document does. By doing this, potential development opportunities for ecosystem services in EIA can be visualized. To summarize the result of both background studies and the examination of EIA-documents, a SWOT-analysis is used. The result of the SWOT-analysis is an assembly of different suggestions, based on both the background study and the examined EIA-documents, of how ecosystem services could be integrated in EIA.
