Abstract

Ämnet deltagande och dialog i planeringsprocessen diskuteras flitigt på dagens planeringsinstitutioner. Att allmänheten besitter unik kunskap om ett område som de lever i, eller på annat sätt brukar dagligen, råder det knappast några tvivel om. Allmänheten har kunskaper om ett områdes kvalitéter, brister och potential. Individer formar ett områdes sociala värden genom sättet på vilket de använder och identifierar en plats. Denna sortens kunskap är väldigt viktig, och svår för en kommun att införskaffa genom vanliga områdesanalyser.

Frågan är hur kommunen kan få ta del av denna kunskap. Hur är det möjligt att genomföra inkluderande och representativ dialog i planeringsprocessen utan att den projektansvarige drunknar i administrativt arbete?

Uppsatsen föreslår en lösning som hanterar den administrativa problematiken genom att föreslå att en ny yrkesroll introduceras, en kommunikativ arkitekt. Yrkesrollen skall fungera som ett komplement till de traditionella professioner som bedriver planeringsverksamhet på kommuner idag. Den kommunikative arkitektens arbetsuppgifter beskrivs i uppsatsen, samt i vilket skede av planeringsprocessen som denna individ kan verka.

Public participation and dialogue in the planning process is a topic often discussed on planning offices today. There are few doubts concerning the fact that the public possesses unique knowledge about the area in which they live, work or in other ways spend their leisure time in. The public have knowledge about the qualities, the shortcomings and the potential of an area. Their way of using the area creates social values, which shapes how they interpret, and thereby identify a space. This is the kind of crucial knowledge that is hard to obtain by the municipality by traditional field analysis.

The challenge for the municipality is: How to get hold of and take part of this knowledge? How is it possible to carry out representative dialogue with the public, without creating a situation where the person in charge of the project drowns in administrative work?

This essay relates experiences of communication with public to academic literature on participation, collaboration and communicative planning. The discussion ends up with a solution, which deals with the administrative issues, by introducing a new professional role, a Communicative Architect. The purpose of the new profession is to be a complement to the traditional workforce on the planning offices of today. The work task of a Communicative Architect is described along with the idea of where in the planning process this individual operates.
