Abstract

När tillgängligheten i offentliga miljöer brister begränsar och försvåras det dagliga livet för personer med funktionsnedsättning. Det är en fråga om mänskliga rättigheter att de offentliga rummen blir tillgängliga. Därför har regeringen omarbetat sin handikappolitik och satsat stora resurser på att förbättra tillgängligheten i svenska städer, främst genom deras strategi ”Lätt avhjälpta hinder” och Boverkets regelsamlingar. Målet är en förbättrad tillgänglighet både på befintliga platser och vid nybyggnationer. Arbetets syfte är att undersöka om regeringens handikappolitik och kommuners arbete för ökad tillgänglighet har lett till att svenska städer har blivit mer tillgängliga för personer med funktionsnedsättningar. Det behandlar även hur tillgängligheten i befintliga offentliga miljöer såsom handelsstråk, gågator, busshållsplatser och kulturhistoriska platser kan förbättras. I en fallstudie undersöks tillgängligheten i offentliga miljöer i Helsingborgs stad och resulterar i förslag på åtgärder för det som kan förbättras. Förslagen till förbättringar i Helsingborgs stad var huvudsakligen små och lätta att genomföra men det fanns även större förändringsbehov. En av de större förändringarna rörde handelstråket i Helsingborg där det vid affärer krävs trappor för att kunna komma in, vilket gör det svårt för personer med funktionsnedsättningar att komma in i butikerna. En lösning skulle kunna vara att med ett vilplan och ramper ta bort trappstegen in i butikerna. Resultatet visade att det arbetet som regeringen har gjort för att öka tillgängligheten har gett resultat men där är fortfarande mycket kvar att göra. I de delar av Helsingborg som jag undersökte märks det att arbetet och tänket för att funktionsnedsatta personer skall kunna ta del av hela staden är i full gång. Genom att göra regelsamlingarna stramare och ställa högre krav på att de efterföljs skulle arbetet för en tillgängligare stad kunna gå snabbare.

With shortcomings to availability in public places the daily life of people with disabilities is limited and hampered. It is a matter of human rights that the public spaces become available. Therefore, the Government in Sweden revised its disability policy and invested heavily in improving accessibility in Swedish towns, mainly though their strategy "Easily redressed obstacles" and Boverket’s compendia. The goal is an improved accessibility in existing public spaces but also an increased accessibility in new ones. This thesis aims to examine if the Government's disability policy and the municipal efforts to increase accessibility have led to Swedish cities become more accessible to disabled people. It also examines how the accessibility of existing public spaces such as trade routes, pedestrian streets, bus stops, cultural and historical sites can be improved concerning accessibility. Through a case study the accessibility in public spaces in the City of Helsingborg is examined and improvements are proposed. The proposals for improvements in Helsingborg city were mainly minor and easy to implement but there were also need for major changes. One of the major changes were related to the commercial street where many shops have stairs by the entrance, which makes it difficult for disabled people to get into the stores. A solution could be a resting plane and ramps instead of stairs. The results showed that the work that the Swedish Government have done to increase the accessibility have given good results but there are still a lot to do. In the parts of Helsingborg that I visited was the work notable to increase the accessibility for disabled people. By strengthening the policy with demands that were followed, the work for a more accessible city could proceed faster.
