Abstract

Parkeringsplatser och parkeringsgarage i städer har mycket intressant funktion för stadsplaneringen på grund av hur de påverkar tillgänglighet, miljö och konkurrens om markyta. Planeringen av dessa anläggningar måste ses som både komplexa och ibland problematiska av en mängd skäl kopplat till hur de påverkar ovan nämnda faktorer. Parkering är dessutom tätt förknippat med boende på grund av att det måste anläggas parkeringsplatser i anslutning till bostäder vilket också är i enlighet med plan- och bygg lagen 4:13.
Syftet med denna studie är att genomföra en kostnadsnyttoanalys för anläggandet av Rådhusgaraget. Detta innebär att denna uppsats kommer att undersöka om den aggregerade nyttan överstiger kostnaderna för projektet. Syftet är att visa komplexiteten i beslutsfattande och i investeringsanalyser, i synnerhet när det gäller projekt som påverkar miljön.

Resultaten visar att projektet är framgångsrikt i den meningen att nyttan överstiger kostnaderna men den visar också att denna typ av analys är väldigt känslig när det gäller antaganden kring reell prissättning. Den huvudsakliga kritiken mot metoden i detta speciella fall är det faktum att om antaganden kring prissättning genomförs på ett felaktigt sätt påverkas välfärdsanalysen direkt samt att det är problematiskt att tillämpa indirekta värderingsmetoder för värdering av stadsparker i och med att det kan ge upphov i undervärdering då en miljövara av denna karaktär inte prissätts på en marknad.

Parking lots and parking garages in cities have very interesting functioning for urban planning because of the way they affect accessibility, the environment and the competition for space. Because of this the construction of these has to be seen as complex and sometimes problematic. Parking is also connected to housing since it is regulated in Sweden that housing always has to offer parking as well.
The focus of the study is to implement a cost-benefit analysis for the construction of the garage associated with the city hall of Stockholm, Rådhuset. This means that this paper is going to investigate if the aggregated benefit exceeds the costs for the project. The aim is to show the complexity of decision making and investments, especially when it comes to projects that affect the environment.
The results shows that the project is successful in a meaning that the benefits exceeds the costs but it also shows that this kind of analysis is very sensitive when it comes to assumptions of real prices. The main criticism to the method in this special case are the fact that if a choke price is set in a wrong way the welfare analysis is directly affected and the valuation methods for valuating urban parks may not be perfectly valid since they are seen as environmental goods which are not included in a market.
