Abstract

Den urbana situationen idag, med en majoritet av människor som bor och arbetar i städerna, sätter stor press på en välfungerande planeringsprocess. Denna uppsats undersöker hur konsultföretaget Urban Utveckling och Samhällsplanering AB kan utveckla sina analysverktyg när de utvärderar urbana områden då analyserna idag inte argumenterar för prioritering av särskilda åtgärder. Förslaget var att utveckla en prioriteringsprocess som skulle ta in viktiga aspekter av urban planering i beräkningarna, aspekter som skulle kunna påverka denna process. Baserat på intervjuer med lokala aktörer jämfördes sociala och ekonomiska aspekter med varandra och i relation till syftet för analysen, vilket var att området skulle förbättras både för fastighetsförvaltaren och för invånarna. Resultatet presenterade fem åtgärder som genom deras sociala påverkan – kopplat till syftet för analysen – borde anses mer aktuella än de övriga. Resultatet bidrar med rekommendationer till företaget i deras fortsatta analyser, t.ex. att involvera medborgare, vara medveten om andra värderingsaspekter än de mest uppenbara och att försäkra sig om att syftet för analysen stärker prioriteringsvalen.

The urban situation today, with a majority of people living and working in the cities, puts high pressure on a well-functioning planning process. This thesis investigates how a consulting-firm called Urban Utveckling och Samhällsplanering AB can develop their analyzing tools when evaluating urban areas, since the analysis today doesn't include argumentations for prioritizing certain actions. The suggestion was to develop a prioritizing process, which would take into account important aspects of urban planning that could affect such valuations. Based on interviews with local actors, social and economic aspects were compared and considered in relation to each other and in relation to the purpose of the analysis – which was that the area should become better both for the property manager and the inhabitants of Rågsved. The result presented five actions that through their social impact – connected to the purpose of the analysis – should be considered more concerned than the rest. The result also contributes with recommendations for the company to consider in their further analysis, for example to involve citizens, be aware of other valuation aspects than the most obvious ones and to make sure that the purpose of the analysis strengthens the prioritizations.
