Abstract

Kommuner med hög andel delårsboende står inför komplexa utmaningar inom bostadsförsörjningen då kommunernas attraktivitet bland fritidsboende driver upp fastighetspriser. Konsekvenserna av denna utveckling riskerar att bli olika typer av gentrifiering och social ojämlikhet, och svårigheter för lokalbefolkningen att etablera sig på den lokala bostadsmarknaden. Syftet med uppsatsen är att bidra till diskussioner om hur en socialt hållbar bostadsutveckling i kommuner med hög andel delårsboende kan främjas. Municipalities with a high proportion of seasonal residents face complex challenges in housing provision, as the municipalities appeal to vacation home owners drives up property prices. This trend risks leading to various forms of gentrification and social inequality, as well as making it difficult for local residents to establish themselves in the local housing market. The purpose of this thesis is to contribute to discussions on how socially sustainable housing development in municipalities with a high proportion of seasonal residents can be promoted. The thesis aims to examine how municipal planning can work to promote permanent residency. Theoretical starting points include the role of housing in a neoliberal market economy and its consequences, as well as the structure of the Swedish housing regime, which is used to discuss the empirical data. The analytical framework known as the “policy arrangement approach” is used to organize and analyze the factors and conditions that influence municipalities’ work and scope for action in housing provision. The study was conducted as a literature review and a comparative case study in which Region Gotland’s work in housing supply planning is compared with the municipalities of Värmdö, Malung-Sälen, Åre, and Lysekil. The empirical data was collected through interviews and document analysis. The results show that Värmdö Municipality actively seeks out and collaborates with local nonprofit organizations to create permanent housing through, for example, housing cooperatives. The results indicate that in Malung-Sälen Municipality, priority waiting lists are used by the municipal housing company for various groups considered to have difficulty establishing themselves in the housing market. Furthermore, the results show that Åre Municipality uses its land holdings to sell single-family home lots with the requirement that buyers reside on the property permanently. One of the conclusions is that active municipal landownership, combined with the willingness and courage to push the boundaries of municipal planning regulations, increases the scope for planning initiatives to promote permanent residency.
