Abstract

Inom samhällsplaneringen beskrivs ofta samverkan som en central förutsättning för att hantera komplexa intresseavvägningar. I ljuset av den pågående återuppbyggnaden av det svenska totalförsvaret och Sveriges medlemskap i NATO, ökar behovet av att integrera försvarsintressen i samhällsplaneringen. Uppsatsen ämnar generera kunskap om förutsättningarna för samverkan mellan offentliga planeringsaktörer och Försvarsmakten i Skåne län, genom en kvalitativ fallstudie bestående av dokument- och intervjustudier av olika perspektiv på lokal, regional och nationell nivå. Möjligheterna och utmaningarna i samverkansprocesserna har undersökts med teoretiska utgångspunkter i New Public Governance, maktrelationer samt civila och militära logiker för att förstås ur ett organisatoriskt och relationellt perspektiv. Studien visar att det i Skåne finns en välfungerande formell samverkan genom lagstadgade remissförfaranden, men att denna ofta upplevs som en otillräcklig envägskommunikation som saknar utrymme för fördjupad dialog.

Abstract
In urban and regional planning, collaboration is often described as a key prerequisite for managing complex competing interests. In light of the ongoing rebuilding of Sweden’s total defence and Sweden’s membership of NATO, there is a growing need to integrate defence interests into urban and regional planning. This thesis aims to generate knowledge about the conditions for collaboration between public planning actors and the Swedish Armed Forces in Skåne County, through a qualitative case study comprising document and interview analyses of different perspectives at local, regional and national levels. The opportunities and challenges in the collaboration processes have been examined using theoretical frameworks from New Public Governance, power relations, and civil and military logics, to be understood from an organisational and relational perspective. The study shows that there is a well-functioning formal collaboration in Skåne through legally regulated consultation procedures, but that this is often perceived as insufficient one-way communication lacking space for deeper dialogue. At the same time, informal collaboration, personal channels of communication and established forums are identified as crucial for creating a shared understanding between the actors. This, in turn, points to significant difficulties linked to defence secrecy and asymmetrical power relations, which limit transparency and complicate the municipalities’ efforts in balancing local development goals with national defence interests. Based on the study and the theoretical perspectives applied, an inherent tension can thus be identified in the relationship between public planning actors and the Swedish Armed Forces.
