Abstract

Kommuner som tillhör ett samiskt förvaltningsområde har ett ansvar att arbeta utifrån minoritetslagen. Det stora ansvaret hamnar vanligtvis på en gräsrotsbyråkrat i kommunerna, en så kallad minoritetssamordnare. Syftet med den här uppsatsen är att skapa en förståelse för rollen som minoritetssamordnare i kommuner som tillhör ett samiskt förvaltningsområde och vilka begränsningar och möjligheter deras handlingsutrymme har. Samt hur deltagande och inflytande möjliggörs i kommunerna. Forskningsfrågorna hjälper till att besvara studiens syfte. Insamlingen av data gjordes genom sex intervjuer med minoritetssamordnare från kommuner i samiskt förvaltningsområde. Empirin från intervjuerna är analyserade utifrån teoretiska begrepp som handlingsutrymme och social rättvisa.
Det som framkommer i analysen är att rollen som minoritetssamordnarens varierar mellan kommunerna men att samordnarna generellt är arbetsuppgifterna inåt mot kommunens organisation, mellan kommun och invånare och utåt mot externa aktörer. Störst fokus är inriktat mot kommunens förvaltningar. Det handlar om att driva kunskapshöjande insatser internt, anordna samråd, synliggöra språk och kultur i samhället. En tydlig aspekt är att tidigare erfarenheter, kulturell koppling och kompetens är viktiga resurser som stärker minoritetssamordnarnas handlingsutrymme. Begränsningar som uppstår är politiska prioriteringar, bristande kunskap och brist på ekonomiska medel. Beroende hur statsbidraget fördelades kan det anses vara en möjliggörare i arbete.
Eftersom det tidigare inte har gjorts några studier specifikt om minoritetssamordnares handlingsutrymme bidrar denna studie med en inblick i vikten av rollen i kommuner som tillhör samiskt förvaltningsområden. Denna förståelse kan hjälpa till att öka uppfattningen av minoritetssamordnarens betydelse i frågor som kopplar till minoriteterna.

Municipalities that belong to the administrative areas for national minority languages have a responsibility to ensure compliance with the Minority Act. This responsibility usually falls on a street-level bureaucrat within the municipality: commonly referred to as a minority coordinator. The purpose of this thesis is to develop an understanding of the role of the minority coordinator in municipalities that belong to the administrative areas for national minority languages, as well as the limitations and possibilities that shape the discretion. The study also examines how participation and influence are enabled within the municipalities. The research questions serve to address the aim of the study. Data was collected through six interviews with minority coordinators. The empirical material from the interviews is analyzed by using theoretical concepts such as discretion and social justice.
The analysis shows that the role of the minority coordinator varies between the municipalities, but the coordinators generally work in three directions: internally within the municipal organization, between the municipality and its residents, and externally towards other actors. The primary focus is directed towards the municipal administration. Their work involves internal knowledge-building efforts, municipal consultation with national minorities, and making cultural languages and culture visible in the community. A clear finding is that previous experience, cultural connection, and competence are important resources that strengthen their discretion. Identified limitations arise primarily from political priorities, lack of knowledge, and financial constraints. Depending on how the state grand are allocated, they may also function as an enabling factor.
Since the discretion of minority coordinators has not previously been studied, this thesis contributes insight into how important the role is in municipalities that belong to administrative areas. This understanding may help increase awareness of the significance of the minority coordinator within municipal structure.
