Abstract

Denna studie tar sitt avstamp i den problematik som uppstår i arbetet med att öka andelen närproducerade livsmedel inom offentlig måltidsverksamhet, där hållbarhetsdimensioner, juridiska ramverk och praktiska förutsättningar ofta står i konflikt med varandra. Problematiken undersöks i relation till offentlig upphandling, kommunal styrning och lokala livsmedelssystem. Syftet är att, med hjälp av en kvalitativ intervjustudie, bidra med en fördjupad förståelse för hur arbetet med närproducerade livsmedel formas inom Uppsala kommuns offentliga måltidsverksamheten, samt vilka strukturella begränsningar, målkonflikter och strategier som präglar arbetet.

Studien utgår från Anthony Giddens struktureringsteori i kombination med begreppet målkonflikter för att analysera samspelet mellan aktörer och strukturer i det kommunala livsmedelsarbetet. Studiens resultat indikerar att det finns centrala begränsningar i arbetet, vilka främst består av LOU, upphandlingens utformning, logistik och avsaknad av entydig definition. Aktörerna har utvecklat olika strategier inom systemet; till exempel samverkan, pilotprojekt och anpassning av upphandlingssystemet. Hållbarhetsbegreppet har breddats, där lokal har fått större betydelse i arbetet med hållbara offentliga måltider.

This study examines the challenges associated with increasing the proportions of locally produced food within the public meal services, where sustainability ambitions, legal frameworks and practical conditions often conflict with one another. The phenomenon is examined in relation to public procurement, municipal governance and local food systems. The purpose of this study is to provide a deeper understanding of how efforts to incorporate locally produced food are shaped within Uppsala municipality’s public meal operations, as well as the structural limitations, goal conflicts and strategies that shape this work. Data were collected through semi-structured interviews.

The study applies Anthony Giddens’ structuration theory in combination with the concept of “trade-offs” to analyse the interaction between actors and structures within the municipal food system. The results indicate several key limitations in efforts to increase the use of locally produced food within public meal services. These limitations include public procurement legislation, the design of procurement processes, logistics and the absence of a clear definition of what “local origin” means. The actors involved have developed various strategies to navigate the system, such as extensive co-operation between relevant actors, pilot projects and adaptation within the procurement system. The concept of sustainability has been broadened, with local origin being given greater significance in the effort towards sustainable public meals.
