Abstract

Den här uppsatsen undersöker vad som händer när cykelåtgärder implementeras i befintliga stadsmiljöer, genom att studera ett antal fall av omdisponerade gaturum i sydvästra Skåne. Samtliga omdisponeringar genomfördes inom ramen för de så kallade stadsmiljöavtalen, där kommuner och regioner kunde ansöka till Trafikverket om medel för kollektivtrafik- och cykelåtgärder som bedömdes kunna öka andelen hållbart resande. Syftet med uppsatsen är att undersöka på vilka sätt som omdisponeringar av gaturum kan förstås som ett verktyg för att främja hållbar mobilitet. Gaturummen har mätts genom en kombination av fjärranalys via geografiska informationssystem och kontrollmätningar på plats. Resultatet visar att omdisponeringarna ledde till att ytorna för bil- och gångtrafik blev mindre, medan ytorna för cykel- och kollektivtrafik blev större. Detta tyder på att det finns en utrymmeskonflikt mellan cykel- och gånginfrastruktur. Andelen resande med hållbara färdmedel, inklusive gång, ökade dock i samtliga fall, vilket indikerar att utrymmesfördelning inte är den enda faktorn som har inflytande över färdmedelsfördelning. Vidare belyser uppsatsen vikten av att gaturum utformas så att dess transportinfrastruktur tilldelas yteffektiva och klimatsmarta färdmedel, samt att infrastrukturens egenskaper och kvaliteter möter olika gruppers behov.

This paper examines what happens when cycling measures are implemented in existing urban environments, by studying a number of cases of reallocated street space in south-west Skåne. All reallocations were carried out within the framework of the so-called city environmental agreements, under which local municipalities and regions could apply to the Swedish Transport Administration for funding for public transport and cycling measures deemed likely to increase the proportion of sustainable travel. The aim of this thesis is to investigate the ways in which street space reallocations can be understood as a tool for promoting sustainable mobility. The street spaces were measured using a combination of remote analysis via geographic information systems and on-site verification measurements. The results show that the reallocations led to a reduction in the space allocated to motor vehicle and pedestrian traffic, whilst the space allocated to cycling and public transport increased. This suggests that there is a conflict over space between cycling and pedestrian infrastructure. However, the proportion of journeys made using sustainable modes of transport, including walking, increased in all cases, indicating that the allocation of space is not the only factor influencing the mode of transport choice. Furthermore, the paper highlights the importance of designing street spaces so that their transport infrastructure is allocated to space-efficient and climate-smart modes of transport, and that the characteristics and qualities of the infrastructure meet the needs of different groups.
