Abstract

Denna uppsats undersöker hur jämlik tillgänglighet uppfattas och prioriteras i samband med investeringar på järnvägsinfrastruktur i perifera områden. Uppsatsen bygger på en fallstudie av Trafikverkets investeringar på Mittbanan i Erikslund. Uppsatsen placerar sig inom forskning om tillgänglighet och rumslig rättvisa, med ett fokus på hur transportinfrastrukturen och dess utformning påverkar tillgängligheten till arbete och tjänster samt möjligheten till att delta i sociala sammanhang i olika geografiska rum. Uppsatsen undersöker hur olika aktörer tolkar och prioriterar tillgänglighet, hur järnvägsprojekten motiveras i relation till lokala behov och hur investeringar inom infrastruktur påverkar distributionen av resurser över det geografiska rummet. Det empiriska materialet har samlats in genom semi-strukturerade intervjuer med offentliga och lokala aktörer samt genom observation. Uppsatsens resultat visar hur tillgänglighet tolkas olika beroende på den rumsliga och institutionella positionen hos de involverade aktörerna. Samtidigt som regionala perspektiv huvudsakligen betonar effektivitet, kapacitet och restider framhäver lokala aktörer den vardagliga mobiliteten, socialt deltagande och långsiktig utveckling av det egna samhället. Uppsatsen visar även hur planering av infrastruktur kan vara en avgörande faktor i lokala utvecklingsbanor genom att indirekt inverka på framställningar om framtiden och platsens attraktionskraft. Uppsatsen bidrar till forskning om transportplanering och rumslig rättvisa genom att synliggöra hur logiker inom planeringsprocesser och samhällsekonomiska mått kan bidra till att marginalisera behov i perifera områden. Resultaten visar ytterligare att en minskning i transporter och tillgänglighet kan förstärka transportutsatthet och ojämn geografisk utveckling över tid.

This thesis examines how equality in accessibility is understood and prioritized in relation to railway infrastructure investments in peripheral areas. The thesis is based on a case study of the Swedish Transport Administration’s investments on the Mittbanan railway in Erikslund. The thesis is situated within research on accessibility and spatial justice with its focus on addressing how transport infrastructure and the distribution of it shape access to work, service and the ability to participate in social contexts across different geographical spaces. The thesis investigates how different actors interpret and prioritize meaning to accessibility, how the railway projects are justified in relation to local needs and how infrastructure investments influence the distribution of resources across geographical space. The empirical data has been collected through semi-structured interviews with public and local stakeholders, as well as through observation. The findings of the thesis show that accessibility is understood differently depending on the spatial scale and institutional position of the involved actors. While regional perspectives primarily emphasize efficiency, capacity and travel times the local actors place a greater emphasis on the everyday mobility, social participation and long-term development of their own communities. The thesis also demonstrates how planning of infrastructure can be an influential factor in local development trajectories by indirectly shaping future expectations and perceptions of local attractiveness. The thesis contributes to research on transport planning and spatial justice by highlighting how planning rationalities and measures of socio-economic efficiency risks contribute to marginalize place-base needs in peripheral areas. The results further demonstrate that a reduction in transportation and accessibility may reinforce transportation vulnerability and uneven geographical development over time.
