Abstract

Skåne har Sveriges bördigaste jordbruksmark men är också det län där mest mark exploateras. Ser man på hela Sverige finns mer mark per invånare än i de flesta andra länder. Mark som kan vara ett alternativ till exploatering av befintlig jordbruksmark.
Målet med studien är att ge en beskrivning av hur planeringen av jordbruksmark sker i Sverige idag med Skåne som fokusområde samt att visa vad som behöver belysas för att främja ett hållbart nyttjande av jordbruksmark i framtiden. Metoder som används är en litteraturstudie och intervjuer med personer i fem skånska kommuner. Vidare har översiktsplaner och andra dokument analyserats.
Syftet är att skapa en diskussion kring jordbruksmarkens roll i den fysiska planeringen för att lyfta resursens värde med avseende på matproduktion. Analysen visar att jordbruksmarkens existens påverkas av på vilken nivå besluten tas, och att en tydligare ansvarsfördelning skulle stärka planeringsprocessen. Att arbeta långsiktigt i beslutsprocessen och markanvändningen ger också en hållbarare markanvändning visar studien.
Studien visar att jordbruksmarken i Sverige värderas lägre för framtida matförsörjning än för exploatering. Nationella lagar tolkas olika av lokala handläggare, och faktorer som relationen mellan stad och land, jordbruksnäringens status samt planerarnas kunskaper, påverkar markens framtid.

Skåne has Sweden's most fertile agricultural land but is also the county where the most land is being developed. When looking at the whole of Sweden, there is more land per inhabitant than in most other countries. This land could serve as an alternative to the exploitation of existing agricultural areas.
The goal of the study is to provide a description of how the planning of agricultural land is conducted in Sweden today, with a focus on Skåne, and to highlight what needs to be addressed to promote sustainable use of agricultural land in the future. The methods used include a literature review and site visits. The study includes five municipalities in Skåne where interviews have been conducted with municipal representatives. Additionally, comprehensive plans and other documents have been analyzed.
The purpose is to initiate a discussion about the role of agricultural land in physical planning to elevate the value of this resource in terms of food production. The analysis shows that the existence of agricultural land is influenced by the level at which decisions are made, and that a clearer distribution of responsibilities would strengthen the planning process. Working long-term in the decision-making process and land use also leads to more sustainable land use, as demonstrated by the study.
The study reveals that agricultural land in Sweden is valued less for future food supply than for development. National laws are interpreted differently by local officials, and factors such as the relationship between urban and rural areas, the status of the agricultural sector, and the knowledge of planners influence the future of the land.
