Abstract

Livsmedelsberedskapen har under senare år fått ökad uppmärksamhet i Sverige till följd av globala kriser såsom covid-19-pandemin, politiska konflikter och klimatrelaterade förändringar. Dessa händelser har synliggjort sårbarheter i Sveriges livsmedelssystem som i hög grad är beroende av internationell handel och globala leveranskedjor. Syftet med denna studie är att analysera det svenska livsmedelssystemets nuvarande utformning ur ett beredskapsperspektiv samt att identifiera vilka faktorer som utgör centrala sårbarheter i systemet och vilka möjligheter som finns för att minska dessa.
Studien genomfördes som en litteraturstudie kompletterad med semistrukturerade intervjuer med aktörer verksamma inom trädgårdssektorn. Analysen fokuserar på tre aspekter: beroendet av kritiska insatsvaror i livsmedelsproduktionen, hur dagens utformning av livsmedelssystemet påverkar beredskapen och möjliga strategier för att minska systemets sårbarhet vid höjd beredskap.
Resultaten visar att svensk livsmedelsproduktion är i hög grad beroende av importerade insatsvaror såsom utsäde, mineralgödsel, växtskyddsmedel, bränsle och arbetskraft. Störningar i internationella leveranskedjor kan därför snabbt påverka möjligheten att upprätthålla produktionen. Samtidigt identifieras flera möjliga strategier för att stärka robustheten, bland annat genom ökad tillgång till inhemska insatsvaror, återuppbyggnad av beredskapslager samt utvecklingen av mer diversifierade odlingssystem.
Studien visar att livsmedelsberedskapen inte enbart handlar om produktionsvolym utan om hur hela livsmedelssystemet organiseras. För att stärka robustheten krävs därför en kombination av säkrad tillgång till insatsmedel, ekonomiskt hållbara primärproducenter, politiska styrmedel som möjliggör en mer robust livsmedelsproduktion, samt konsumtionsmönster som stödjer inhemsk produktion.

Food preparedness has received increasing attention in Sweden in recent years because of global crises such as the covid-19 pandemic, political conflicts, and climate-related changes. These events have highlighted vulnerabilities in Sweden’s food system, which is highly dependent on international trade and global supply chains. The aim of this study is to analyse the current structure of the Swedish food system from a preparedness perspective and to identify key factors that constitute central vulnerabilities in the system, as well as potential opportunities to reduce these vulnerabilities.
The study conducted as a literature review complemented by semi-structured interviews with actors operating within the horticulture sector. The analysis focused on three aspects: the dependence on critical inputs in food production, how the current organization of the food system affects preparedness, and possible strategies to reduce system vulnerability during periods of heightened alert.
The results show that Swedish food production is highly dependent on imported inputs such as seeds, mineral fertilizers, pesticides, fuel, and labour. Disruptions of international supply chains can therefore quickly affect the ability to maintain production. At the same time, several potential strategies to strengthen system robustness are identified, including increased access to domestic inputs, the re-establishment of strategic reserves, and development of more diversified cropping systems.
The study demonstrates that food preparedness is not solely a matter of production volume but also concerns how the entire food system is organized. Strengthening robustness therefore requires a combination of secured access to inputs, economically viable primary producers, policy instruments that enable a more resilient food production system, and consumptions patterns that support domestic food production.
