Abstract

I norra Sverige bedrivs idag två extensiva näringsverksamheter; skogsbruk och renskötsel. Dessa areella verksamheter verkar på samma mark och påverkar varandra negativt. Skogsbruket är en sektor som spelar en stor roll för svenskt näringsliv och svensk ekonomi medan renskötseln bidrar med köttproduktion, samisk kultur och tradition. Skogsbolagen äger skogsmarken medan de renskötande samerna har nyttjanderätt av samma mark. Eftersom skogsvårdslagen, i huvudsak, är en ramlag och inte detaljerat beskriver hur de två aktörerna ska samexistera uppstår som oftast en konflikt mellan skogsbruk och rennäring. För att hantera problematiken presenterades samrådsförfarandet som ett verktyg för att lösa denna konflikt. Denna fallstudie analyserar certifieringssystemet såsom FSC:s inflytande och slagkraft på samrådsprocessen mellan berörd sameby och skogsbolagen i Västerbottens län. Studien genomfördes med en semistrukturerade intervjustudie utförd under våren 2025.

Resultatet visar att näringarna upplever olika nivåer av inflytande samt att FSC:s standarder har ett inflytande på samrådsprocessen mellan skogsbolagen och rennäringen. Den senaste FSC- standarden publicerad år 2020 har avsevärt mycket mer inflytande i och med revideringen och specificeringen av princip 3 samt implementeringen av FPIC. Något som påverkat parterna i positiv anda med en förstärkt relation. Trots detta kvarstår en skild uppfattning om vad som anses tillräckligt för att fortleva i samexistens och hur detta ska lösas.

In northern Sweden, two extensive economic activities are currently carried out; forestry and reindeer herding. These areal activities operate on the same land and negatively affect each other. Forestry is a sector that plays a major role in Swedish business community and the Swedish economy, while reindeer herding contributes with meat production, Sami culture and tradition. The forestry companies own the forest land while the Sami reindeer herders have the right to use the same land (usufructuary rights). Since the Forestry Act is, in essence, a framework law and does not describe in detail how the two actors should coexist, a conflict commonly arises between forestry and reindeer herding. To deal with the problem, the consolation procedure was presented as a tool to resolve this conflict. This case study analyzes the influence and impact of the certification system such as the FSC on the consultation process between the affected Sami village and the forestry companies in Västerbotten County. The study was conducted with a semi-structured interview study conducted in the spring of 2025.
The results show that the industries experience different levels of influence and that the FSC’s standards have an influence on the consultation process between the forest companies and the reindeer industry. The latest FSC-standard published in 2020 has significantly more influence with the revision and specification of principle 3 and the implementation of FPIC. Something that has affected the parties in a positive spirit with a strengthened relationship. Despite this, a difference of opinion remains about what is considered sufficient to survive in coexistence and how this should be resolved.
